I was stunned to read the reason proffered by the police department with regard to the above. One Mr. Emmanuel, a robbery victim said he coughed out 20,000 naira on his first visit to the police after his car was snatched and 2,000 naira after each subsequent visit all in the name of locating his stolen car. Granted the police in a small way is changing, but the fact remains that the police in Nigeria today is still largely corrupt. I think the only panacea to this unholy force is the Ribadu's kind of vision and commitment.
