Are our Governors responsible enough to control security forces? We know how the Presidency uses the Police and Army to determine results during elections. How many Governors can, and will effective manage State Police forces under their control without using them to intimidate and oppress political rivals?

Very simple, the administration of the police will not be left to the ruling party alone. It must involve opposition parties that are represented in the state parliaments. Also, a representative of the general public must be on the board. Now, that does not guarantee the total removal of abuse, but should curtail excesses.

If they are afraid to introduce state police on a general level, atleast they can go about it on a pilot base i.e. setting up state police in some few state to case study them. The activities of these police would be monitored and evaluated to be able to win information regarding elegibility of a general state and community policing.

BTW, the new Police should never be thought at the academies of the Nigerian Police.

The last segment of them the section XX just rubbished the essence of governors being Chief Security Officers. Provided State Commissioner of Police keeps refering to Abuja for clarification of instructions from governors, then the governors are not in control of the police.

As Chief Security Officer, the governor should have the final say on security matters in his area of juridiction but that is not the case, so he is not stupid.

Section 215 of the Constitution says

(4) Subject to the provisions of this section, the Governor of a state or such Commissioner of the Government state as he may authorise in that behalf, may give to the Commissioner of Police of that state such lawful directions with respect to the maintenance and securing of public safety and public order within the state as he may consider necessary, and the Commissioner of Police shall comply with those directions or cause them to be complied with; provided that before carrying out any such directions under the foregoing provisions of this subsection the Commissioner of Police may request that the matter be referred to the President or such minister of the Government of the Federation as may be authorised in that behalf by the President for his directions.

When he goes to Abuja monthly to collect so called 'security vote' that runs into hundreds of millions of naira, he doesn't remember state police, Oga Aregbesola if you are ready for state police, stop going cap in hand to Abuja, be ready to fund it.

When are we going to start reasoning beyond politics in things that directly affect us as a people? We are talking about how we can effectively secure our community through state policing & all some people can think of is that, governors will use state police power to win elections.

Let's agree for once that,this will be the case! So, should people's LIVES be left in the hands of criminals just coz we don't want governors to use the police to win elections?

WHY DO SOME PEOPLE STILL THINK LIKE THIS IN THIS 21ST CENTURY? What happenned in ALUU Community is enough evidence to show that, the FG cannot secure the entire Country. FG has no business policing the entire country.

GEJ should just allow all the 36 state governors to secure their states as they are the true Chief Security Officers(CSO) of their states as stated in the Nigerian Constitution.GEJ can't know the states better than the state governors.

Finally, with state police, BOKO HARAM will be EXTERMINATED in the north. The northern governors know who sponsors Boko Haram but they are POWERLESS as they don't control the Police (as stated by Gov. Aregbesola).The govs are just CSO of their states on paper but not in REALITY.

Vogue50: state security should be the ideal thing to curb all the social ills emanating from poor lapses in the system.
The simple truth is , governors will abuse the essence ; wooing police commissioners to their side through bribery , use the platform to fight their political enemies and create anarchy in their respective states.
Aregbesola is very stupid for making such a statement ! Should he decline from his obligated responsibilities because the states are not in charge of its security? He should face the challenges and protect lives and properties as the chief security offiicer of the state.
And what are you for making this statement? Moroon.

Security votes are not collected from Abuja. Besides abuja itself doesn't have any money of its own except the ones that comes from the various states of the federation.

Pray,tell me,where are security votes collected from,your backyard,when Aregbesola was running for governor did he not promise the people of his state that he would provide security for them,how can he say he is not the Cso of his state,then Who is?the IG or no it's Mr President,all the monies collected monthly as security vote,monies the law does not require Them to Disclose how it was expended,if he is not the cso then he doesn't have any right to that money,

Security votes for each of the governors are gotten from the states funds and are budgeted for in their yearly budget. The house of assembly of each state debate it on their floor but the govs dont have any obligation to disclose how it was expended. that alone isnt enough to secure states. besides they buy equipments and gadgets for the police (which isnt their duty in the first place). they dont go to abuja specifically to collect security votes. na a for u oooo, get enlightened and stop talking jargons.

The constitution expects the Govs to be CSOs of their states but the tools and mechanisms to be such arent in their hands but in the FG's hands. Thats our argument here. Do u expect the governors to go from door to door protecting or from street to street? its the duty of the police force and other security agents and none of these agencies has any of the governors has their commander so can u share with us how the Governors can protect their citizens.

I do not believe in state police because Nigeria is not mature enough for it. State police will be tantamount to having 36 armed militias in the country. Governors will abuse it. Imagine Gbenga Daniels, Alams, Igbinedion, Alao Akala, or Adedibu with armed militias. Remember that many governors appoint ministers from a list given to them by their political Godfathers. Governors can easily start buying heavy ammunitions all in the name of improving security and Nigeria could degenerate into a failed state with many warlords. We need to avoid state police because we are not ready for it.

If an IG is not answerable to the Governor then why should we call the Governor the CSO of the State?

This issue of state police is just one of the several other issues that required immediate change in our polity. 4 those who keeps saying that gov will abuse it but seems to foget that the present police is suffering from federal malady nd abuse, thus such excuse is no longer relevant. The way forward is building institution with relevant laws with checks nd balances to mitigate against individual abuse. The way forward is let each state/region develops at is own pace with a weak federal.
