Isreal Sold Non-Functional Drones To Nigeria For $240m by Nobody: 9:25am On Nov 05, 2012
Nigerian defence and security equipment contractor, Alh. Rabiu Hassan, yesterday, alleged that some Israeli security contractors (names withheld) were fleecing the nation of huge sums of money in hard currencies by supplying either non-functional equipments or collecting mobilisation fees without making supplies.

The contractor told journalists in Abuja that at a time the nation was facing dire security challenges, three Unmanned Aerial Vehicles, UAVs, popularly known as drones, supplied by the Israelis were rotting away in a hangar in Benin because they were non-functional.

He added that even at that, Nigeria was made to pay far more than the cost of the most sophisticated drones currently used by United States of America, USA.

Hassan, who said he had petitioned the Presidency and relevant anti-corruption agencies, said although he was a contractor himself, he had to cry out for a probe into the activities of the affected companies with a view to arresting the situation.

He said: “As we talk, there are three Unmanned Aerial Vehicles, which are popularly called drones, supplied by the Israelis which have never worked. They are parked right now at a hangar in Benin. They have never worked since they were supplied.”

He said the non-functional drones cost the nation $240 million, adding that the Israeli behind the drones deal had operated in the country for over a decade and had infiltrated the top echelon of successive administrations in the country, where he had entrenched himself.

He equally disclosed that another set of two Israelis were on the verge of sealing a deal for leasing two spy satellites to Nigeria at a cost considered to be another rip-off as they had asked Nigeria to pay 145 million Euros for a project, which cost had been put at $40 million by Imagesat, the manufacturers in Israel.

Hassan said: “I have personally gone to Israel and found out from the manufacturers what the cost is. It is $40 million for the total project. It is curious that they (contractors) are quoting 145 million Euros.

“The Israeli company does not quote in Euros, they only quote in dollars. Nigerians must ask questions: is there any such contract at $145 million? This can’t happen elsewhere in the world.”

Hassan, who said he was crying out as a patriotic Nigeria, disclosed that he would be at the State Security Service, SSS, and the Office of the National Security on their invitation to give more details on his petition.

According to him, he had earlier made a preliminary statement at the SSS and was determined to ensure that the matter was not swept under the carpet. He said the entire activities of the Israeli firms in the nation’s security sector must be probed.

This contract and other counter insurgency trainings were awarded since Obj term to curb the Niger delta militancy and bunkering.This is suppose to have being fully operational by now and i wonder what is taking so long.That we are still yet to see the drones in full action after over 7 years.

Do not be deceived. This looks more like business scramble to me. I don't know about the cost of military hardwares but just like every other thing, you won't expect the country to buy a hardware at a price quoted by the manaufacturers unless they sign a contract directly with the coy which also have its pros and cons. Maybe, just maybe, this Hassan guy is losing too much business to his Isreali competitor.
There is a standard procurement procedure and there is what is called Acceptance Test. There is also many components to some procurements like trainings, logistics support, etc. Military contracts are handled carefully.
And on non-functional drones in Benin, does this guy really know what he is talking about? Where is the control center for those drones? Who are the trained professionals at the military to manage them. These are valid question and trust me, you will never get answers because that is just the nature of the military. Even FOI bill can't help you here.
Finally, Isreali drones are one of the most advanced of UAVs available today. It is one thing to procure them. It is entirely another thing to operate them.

One morning during the festival I watched a salesman from Elbit Systems, one of the major players in Israel, in action.

Eli Dotan was surrounded by a scrum of Nigerian officials. They were led by a ‘Mr. Umar,’ who was asking about Elbit's Hermes system.

The Hermes, Dotan told him, has flown 40,000 combat missions. There are two models. The 450 and the top-of-the-line 900 series, which Elbit boasts in its website has “class leading payload capacity of 350 kilograms” and is “capable of performing missions for area dominance, persistent intelligence, surveillance, target acquisition and reconnaissance.”

The 450 is a good starter model. The Nigerians kept ogling the top-of-the-line 900. The salesman smiled and answered questions but kept emphasizing the 450 might be the place to begin.

Relationship established, cards were exchanged. The scrum moved on. GlobalPost chased after it.

What does Nigeria want the drone system for? Internal security? African Union operations in other parts of Africa?

Mr. Umar, who his assistant says is his country's defense minister but who may not have been officially appointed yet, smiles a wide Nigerian smile, referring to Col. Abubakar Umar, who is reportedly a leading candidate vying for the ministerial post.

“You know, my government says I cannot talk to reporters," Mr. Umar laughs, then gestures at the enormous hall crammed with aerospace equipment. "This is a business environment."

Back at Elbit, Eli Dotan explains, he doesn't expect to make sales at Farnborough. Sales come later and there are a lot of them.

"We are competing on the worldwide market with great success," he says.

But the market right now is tough. Austerity budgets are a global phenomenon, and that means military procurement budgets are being slashed....

WITH the aid of some Israeli experts, Nigeria has quietly been re-building its security capacity in a bid to ensure that the country is not hit any harder by terror blows, The Guardian, has learnt.

The renewed efforts, aimed at winning the war against terrorism on Nigerian shores, would be given a visible cloak before the April general elections.

High-level sources at the Ministry of Foreign affairs, Presidency and Israeli embassy confirmed the silent collaborative drive with the Israeli concerns.

They, however, declined details on cost of training, equipment and installation.

They were also silent on whether, or not, government has reviewed the $260 million contract signed in 2006 with an Israeli security company, Aeronautics Ltd, for the Planes-without-pilot project. Nigeria hopes, through this, to also develop a national coastal defence alignment based mainly on unmanned platforms.

A high-level source said that the implementation of the planes-without-pilots project for aerial surveillance "has begun, much of the equipment is already in Nigeria. Our personnel have been steadily sent to Israel, also from the State Security Service (SSS) as well as the police. They are guests of the Israeli homeland security.

Discussions are on with the National security adviser for the building of an enduring security programme to work on anti-terrorism squad, bombs and disarmament. Training on how to find explosives, intelligence is the most crucial. It constitutes 80 per cent of the war on terrorism.

"If you developed intelligence, you can intercept phone calls, track emails, put people on ground or have high spies. We have gone to the global security problem solvers. You know that Israel has no terrorism issues since 2002 after the Ariel Sharon saga despite the fact that the country's enemies are in some countries that are just five minutes away."

By the end of last week, the Federal Government had become satisfied with the preliminary effects of the security ring already thrown around Abuja, which, sources said, was largely responsible for the overall peaceful and tension-free national convention of the Peoples Democratic Party (PDP) held at the Eagle square last December.
