REQUEST FOR THE CREATION OF ATLANTIC STATE
ON behalf of ourselves and the entire people of Akwa Ibom South Senatorial District, we, the undersigned, gratefully seize this opportunity to present our request for the creation of ATLANTIC STATE, comprised of the 12 Local Government Areas of Akwa Ibom South Senatorial District, out of the present Akwa Ibom State. The Local Government areas are as follows: (1) Eastern Obolo (2) Eket (3) Esit Eket (4) Ibeno (5) Ikot Abasi (6) Mbo (7) Mkpat Enin (cool Okobo (9) Onna (10) Oron (11) Udung Uko (12) Urue Offong/Oruko.

We of these Local Government Areas have suffered severely – politically, economically, socially and psychologically – from:

A deliberate and enduring pattern of political and administrative marginalization and exclusion;
• Economic and social dispossession, by official non-recognition, by successive State Governments, of the Senatorial District which land area and adjoining coastline hold the Oil and Gas deposits from which Akwa Ibom state derives over 95 per cent of its income from the Federation Account; and
• Other subtle attitudes and expressions that frequently manifest in our interactions and which are designed to place us at a disadvantage when in competition with the other Senatorial Districts. It is a bizarre but real scheme of ARRESTED DEVELOPMENT.
LAND AREA
The proposed ATLANTIC STATE shall consist of the 12 Local Government areas of Akwa Ibom South Senatorial District, with a total land area of approximately 3,250 sq. km. (See Appendix A: Map of Proposed State – external boundaries and shoreline as well as the disposition of the Local Government Areas)

POPULATION
The population of the proposed State is 1, 497,838 (2012: Per National Population Commission growth projection basis of the 2006 Census). (See Appendix B: Population of Akwa Ibom South Senatorial District and Projected Population Growth)
CASE FOR ATLANTIC STATE: VIABILITY
1. Ethnic and Socio-Cultural Affinity

The communities of Akwa Ibom South Senatorial District are mostly small ethnic/dialectical nationalities with a long tradition of commercial and social interaction on account of sharing the same Atlantic Ocean coastline. In the Senatorial District, no ethnic nationality is too big to dominate the others! The identifiable ethnic nationalities are: ORO (Mbo, Oron, Okobo, Udung Uko and Urue Offong/Oruko LGAs); EKID (Eket and Esit Eket LGAs); IBIBIO (Onna, Mkpat Enin and Ikot Abasi LGAs); IBENO (Ibeno LGA) and OBOLO (Eastern Obolo LGA).
2. Self Determination

We crave the opportunity to take our destiny in our hands, as successive political/administrative regimes, within which we have found ourselves, over the last 25 years, have consistently undermined our hopes and aspirations, especially as our land area is responsible for 95 percent of the revenue accruable to Akwa Ibom State.

The proponents of State creation should spend their energy on explaining why Nigeria should not have 5 times the per capita of China given the ratio of population, land mass and assets narrated above. There is therefore no basis for the creation of new States if the argument is that more States will fast track our development. What the country needs urgently is a sovereign national conference to discuss and seek solutions to the political and structural inefficiencies of our amalgamation. First and most important, there needs to be a decentralization of power from all centers, Federal and State so that power resides more in the hands of the people than in the hands of individuals and special interest. Secondly, a sovereign national conference must evolve a structure that will establish, sustain and strengthen true federalism in Nigeria. Third, a formula for equitable distribution of our nations wealth must be established. Fourth, the independence of key institutions like the judiciary and electoral commission must be established. This I believe is what Nigeria needs urgently, and not the creation of additional States.

The problem Akwa Ibom State is facing now is not because the state is too large or because there are too many ethnic make-up. The problem of Akwa Ibom State is poor or a complete lack of leadership. And I don't blame those who are agitating for another state.

Those whose signatures appear on the petition have seen the flamboyant life-style exhibited by Akpabio, out of envy and jealousy, they want a state of their own with a false believe that such will give them the opportunity to live like Godswill Akpabio. It's unfortunate.
