The idea of "staff" on public buses is simple:

Danfo drivers are constantly harassed by Lastma, police checkpoints (before), frsc, VIO etc in the course of their operations. To make matters worse, they usually don't have their particulars in order or will out rightly break the law (drive one way etc).

Staff are members of the Armed Forces, Police or other paramilitary organisation, who have the intimidating factor (either they're in uniform or in mufti but are hard enough to scare off any "harassers"wink.

So it is therefore an exchange between the "staff" member and the bus driver. The "staff" sits in front in his uniform and at each stop along the way, the Lastma, police etc will back off. The bus driver sees it as a trade off, he loses the fee from the "staff" but saves on not having to bribe "harassers".

I don't think people like Prisons, Customs, NSCDC, etc can claim staff though. It all depends on how well you are able to intimidate and block "harassers".

Service men do collect tranport allowance u know. And if they can't claim staff in a government owned buses why on private owned buses. The government that hired them should provide for thier needs.

If there is an emergency n the service man need to get their urgently its another story but making it there rigght is totally unfair.
