surround yourself with people who speak fluent and proper English.

exactly, frequent usage makes one better.

OP it's usually the case with learning a language formally.
you learn faster to write it than to speak it.
so' it's normal.
what you have to do is, brave up and speak it!
it can be challenging esp since you fear you'll do badly at it
but feel free and dive in, and you'll find it doesn't hurt that much afterall

Read good books aloud, get their audio versions and try to match the pace and cadence of the speakers. It may help. Practicise Practise Practise!
