Please, learn how to drive first, with a reputable driving school, pass your test, obtain a driver's license. THEN you can think of buying a car. Buying a car when you're not licensed is pointless - all it'll do is tempt you to drive, without any driving skills, making you a danger to yourself, and other road users, including pedestrians.

There's already enough mayhem on Nigerian roads, without adding more.

@Siena that should be the right approach in an ideal society but Nigeria. Here, the reverse is usually the case. Unfortunately, there is no form of driving test in Nigeria prior to license issuance. Most often, people who have never driven a car obtain genuine license from the licensing office. This accounts for the hugely alarming rate of avoidable accidents on the Nigerian roads.

The op is wise to have asked. Most car owners in Nigeria buy their vehicles before they learn to drive, thereby causing very serious mayhem on the roads. Driving through the roads in Abuja, you will see so many vehicles with the driving sign "L", many of whom do not have learner's permit. The same thing applies to all other states in our country. If we run an audit trail of drivers in Nigeria, I dare say that only a quarter of the current population of drivers can legally & genuinely obtain driver's license.

This surface it to say that I do not necessarily blame the drivers but the constituted authorities whose responsibility it is to ensure compliance to road traffic rules & regulations. It's quite messy when you see the way people drive in this part of the world without regard for safety rules or signs, which I believe most road users here do not understand. We are unnecessarily always in a hurry & that's why people drive along Walk ways, interfering with pedestrians.

One very annoying aspect of the whole thing is that they see you as a stupid person when you make an attempt to correct them.
