Hense paypal don't accept Nigeria billing address, you can register using another country, but then you will not be able to withdraw money from paypal, hense your account will be unverified! for yur account to be verified you must enter yur credit card and billing address to comply with yur registeration address.
lf you register using another country, you will then be funding yur account other than credit card, like some paypal sellers, and withdraw also from them at a giving rate!
