A letter of credit would be issued by the purchaser's bank with whom the purchaser has a relationship. ie a bank on behalf of Lagos. Lagos has no relationship with Exim bank and if it is NOT a loan as Fashola has stated Exim have no contract with Lagos state. This is more of a subsidy to the seller and nothing to do with Lagos state and that is why I raised the question why does this firm need that kind of government aid for a "paltry" deal.It is clear Lagos has its own bankers who are issuing a letter of credit and the manufacturer still do not have the money to do the deal(manufacture) or cannot afford to borrow at commercial rates and are getting a SUBSIDY. Major players like Volvo or DAF etc would not need this kind of AID which makes me think the cost would be higher because a smaller firm would have less market power and tend to pay more for the same components than bigger players.
By the way Volvo owns Mack and Mack use Cummins Engines.
Exim bank has not issued Lagos a letter of credit let us be clear on that what they have done is NOT like a letter of credit because Lagos state is NOT in the loop. It is a SUBSIDY

I never insinuated in any way in my comments that iPhone cannot multitask but with its processor it will lag behind when compare to Galaxy S III. Looking at a typical smartphone makeup it is palpable there are many things going on at the background(just like when you open your task-manager in your PC and see lot happening at the background). This whole idea of quad-core is no more useful than dual-core has be over-exaggerated online for far too long without proofs and for the simple reason of multi-threading(which is important to any application), in the actual sense most systems are multi-tasking among many threads or programs. Keep deceiving yourself that a quad-core is no more useful than a dual-core.

I like the way you added older to the quad-core SOC to support your biased statement. Hasn't it reflect on the fact that improved modern dual-core will perform better than a 10 year old quad-core with old tech? Doesn't it make sense to you that a 1947 ferraris, though being a V12, cannot outperform a v5 Volkswagen modern Golf? On the other hand multitasking is no more dependent on RAM( I know it play a crucial role) but it is largely dependent on the processor speed. Placing a fast RAM on a low processor will give the worse surprise of your life. So, there has to be a balance of both. Coming here to assert multitasking is mostly dependent on RAM is laughable and proves you are not technologically brilliant as you claim here.

Ask yourself this question, what if the fire engine company finishes manufacturing and government or its policy changes to the negative e.g say Fashola was suddenly unseated and then the new governor says I am not paying for the fire engines? Who then buys them?

If you may want to know, the fund must have been placed with(or guaranteed to) Nigerian Exim, because what they have simply done is to make an obligation to pay no matter the eventualities that follow.

The only party that borrowed was the US company which is not unsual for that kind of business. The lender of the fund i.e US Exim in order to guarantee repayment of its own loan has only obtained guarantee from LASG through NIG Exim.

And as to why the government did not go to Volvo, DAF etc,those ones make general purpose trucks which can now be customised by for instance a fire engine manufacturing firm. Walie already hinted you on the likely make-up of the internals.

Can we say the borrowed was spent on this and the generated was spent on that .That will be impossible. My reading of this deal is the manufacturer is a minor unknown player or one with cashflow problems and Lagos have declined to pay them directly which seems quite diligent to me.The EXIM bank have agreed to advance the Manufacturer the money because they believe that Lagos can and will pay (they will have or should have a contract) and their motivation is to create jobs in their country.
This is why I question why not buy from an established player like Volvo or Mercedes?? my guess is since EXIM is involved there is some politics at play as EXIM is basically US government money.
