IBB was the first military "president" because he presided over the botched third republic! We had democratically elected governors, law makers and local gov chairmen. Mongloid, have you ever been to Akwa-Ibom State? If you have, you wouldn't be comparing Lagos to Akwa-Ibom, I dare say that it has the BEST road Network and aesthetics in Nigeria after the FCT.
