Each state governor is expected to contribute a total of N85m within a period of two years, in two installments.

Not too sure it will be the peoples' money directly.
The money is likely to be raised by governors through fund raising diners, which will consist of government contractors, sycophants, stakeholders and money miss roads.
Some of the money could come from allocations given to all parties from the government. (not sure this is legal)

A lot of government contractors will even be willing to donate the whole sum in one occasion.
The likes of Adedibu must have donated the money by now. grin

Anyway sha. This project is for the whole PDP. Obasanjo's 6b was achieved with the contributions of some PDP Gorvernors with public funds and other contractors like Dangote & co.
