The olodo should have known that the hot spot phone is the server And d phone using the hot spot is the client. The client has to communicate with the server, by sending data request (upload) n receiving data pages (download). This communication must go through a medium, which of course is your data plan or MB (as we like to call it).
The olodo should av know that every data exchange involves what's is technically called "handshake". For a handshake to occur,even literally, u need two hands.
The uploading hand, and d downloading hand. The sending Hand and d receiving hand. The handshake must occur in an environment which is ur data plan. A get request cannot survive alone, it must be accompanied with a send request.

1. The apk file may corrupt/or not suitable for your device . . (conflict)
2. Search the BB World for a the BB version of the app (instead of the apk version)
3. If it doesn't exist, kindly update your phone . . then retry the .apk app
4. still not working . . do a security wipe on ur phone (remmber to backup ohhh)
5. still not working ? . . upgrade your OS to 10.3

what phone is that. type "myver" and then space. that's the shortcut . usually android apps that connect to Google client abi playstore crash but beach buggy has a bb10 app in appworld, mine has NEVER crashed. Get That!!!!. you can download earlier version. e.g rather than candy crush version 1.36 that kept force closing , i got ver 1.12 in the wild (via google) and that one didn't crash on my z3
