It depends on how you look at it. Eg, Ned beheaded a man from the wall, a 'runner', who came to report/warn about the white walker(s) he saw that killed his fellow nightwatch brothers/rangers. We all now know the whitewalkers are real. ~ does it make Ned right to have beheaded the man? ~does it make Ned bad, or an evil person? So it still depends on how or where you look at it.

We don't know how long he's played the game really. His most admirable quality is his ambition to rise to the top despite his low birth. . . .he's always said, Knowledge is Power so I'm not gonna underestimate just how much of the High-borns' secrets he has managed to dig up just to save the info for the future.

I'm not going to brush him off. He could know.

First of all, we must agree he had not started playing the game then as at the time of Jon's birth because he was stuck at the fingers after being disgraced and a bloody civil war which raged across the seven kingdoms was just winding up. The wherewithal to dig up on any information only came after gaining a regional appointment which he held for years before being appointed master of coins in kingslanding and this came after his benefactor who was made hand of the king after roberts rebellion was successfuly wrapped up and robert made king was impressed by his turnover from gullstown port, why I'm stating it this way is so you'll understand from the timeline of events that as at the time of Jon's birth, he was only a little better than nobody with very little to his name.
And as for digging up info on Jon, why should he and from whom would he? Jon was and still is to all appearances Ned Stark's bastard! There were five successors to Ned stark to the best of his knowledge and even as they whittled down in numbers to one to the best of his knowledge, that one was still ahead of Jon in terms of succession! A mistake both he and tywin lannister both made was to assume that the north would naturally accede to sansa a true stark instead of Jon not knowing that they follow stark values of leadership by example instead which Jon totally embodies so no, he didn't investigate the fully grown Jon because he had no reason to and my circumstantial evidence is the fact that he confessed to Ramsay Bolton about knowing little about him because as a bastard, he felt no need to! And in so doing, he fed a lamb (sansa) to a ravenous monster.
And so if he felt little reason to know the adult Jon well, why would he want to know his history apart from the obvious? Let's assume he wants to know, from whom would he find out? Jon's maternity is the best and longest kept secret in westeros and for good reason! If he even asked, Jon's milk nurse at star fall is dead! His milk brother the young dayne squire to lord berric dondarrion said as much and even she didn't know whom Jon's mother was because Ned never discussed it with anyone! Not even cathelyn!
