I know, but its effective. As a kid, every saturday in the morning, they would show the thieves being shot on TV. You know what that made me do? I wouldn't even dare steal a pen in class, cos I was afraid I would get shot

Long term: Catch them young. Compulsory education. Deal with bullies when they are young so they don't grow up into terrors. Those that can't be helped should be permanently institutionalized.

Short term: Crack down on arms dealers, leaders of crime syndicates, or other people who benefit the most from the chaos. Reduce taxes on small business to stimulate employment and create opportunities for youths.
