yes boss, u can.. If u have some1 in ur state of origin, u can attach d form with ur state of origin doc and send to d person and the person shud be able to help, and after signing the person can send it with transport or by courier.

Just take it to test centre like they requested and thereafter you will know what to do next.
For your form, try and locate your states liason office and sign it there. Whether a military man signs it or not doesn't count, what really count is God and to some extent the connections that you have.

No sir, a Naval captain is equivalent to a colonel. A commander is equivalent to a lieutenant colonel while a lieutenant commander is equivalent to a major.
