I tink you could also introduce buses. Some individuals have buses and the passengers could pay monthly to an account and then Sharemycar.com and the bus owner negotiate the sharing % between them.
The bus should be inspected monthly by sharemy car as well(should be an airconditioned bus too )
Its a win-win situation.
