In an ideal democracy, every arm of government carries out its functions as enshrined in the constitution without fear or favour. It is fundamental that the constitution should be a guiding principle for both the political office holders and the entire citizens in their act and conduct. But what is obtainable now in Nigeria could be regarded as a breach of the constitutional law by some state governors.

Constitutionally, Nigeria is made up of 774 Local Government Areas (LGAs), despite the fact that Lagos State had created additional 37 Local Council Development Areas (LCDAs). But over 70 per cent of these LGAs and LCDAs are being controlled by caretaker committee chairmen.
