This is a hard one o. Are you going to be carrying out the test yourself . I know of an ngo in ibadan that gives free hiv testing. if you can collaborate with them and take your test subjects there, I think things should work out. its arfh, association for reproductive and family health, ikolaba gra. Google the name for the website.

Other kit is the chlamydia test kit

Get the letter head paper from your school and probably a cover letter from your supervisor.
Write to SACA (state action committee on AIDS) in oyo state, and make your request, then go and see the coordinator yourself.
I am sure dey will grant it.
