pls I downloaded splinter cell from the link you dropped here but after installing the game and putting data in Cobb foldwr , when I open the game it telling me I need to download additional data for it to work which I must do through WiFi pls help

I unzip the data file and moved it to android Cobb folder next I installed the apk and opening it the msg I got was I need to download some data which I must do using wifi

Some games need internet connection to install @first, so find a wifi connection and connect.

It's like the splinter cell isn't meant for your gpu version, please tell me your gpu version so i can give you the download link.
