The gesture is mostly symbolic to the Assad regime that he is not alone. The ships are also ready to convey thousands of Russians currently living in Syria back to Russia in the event of a major escalation.

I have said several times, Russia can scream and shout, but they wouldn't risk complete damnation for anyone, much especially for a war torn Syria.
