Now there was a day when the sons of God
came to present themselves before the LORD,
and Satan came also among them.

this two passage is confusing.does it mean that devil is holy?cause he met with God face to face and they even discussed about job.

Seeing God is more than an a one-on-one meeting. Seeing God means to make it to His kingdom.

Nowhere in the bible is the devil called a fallen angel.Even if devil is an angel as claimed by you and your bible,he's not a fallen one.
Jude 1:6 (NIV) -And the angels who did not keep their positions of authority but abandoned their own home--these he has kept in darkness,bound with everlasting chains for judgment on the great Day.

So even angels that failed with their positions are bound in darkness and fetters with everlasting chains and not fallen into earth.

This is a lie,many saw god in the bible and remain alive.
Genesis 32:30 (NIV) -So Jacob called the place Peniel, saying,It is because I saw God face to face,and yet my life was spared.

The meeting took place in heaven.Read this
2 Chronicles 18:19-22 (NIV) -And the LORD said,Who will entice Ahab king of Israel into attacking Ramoth Gilead and going to his death there?
One suggested this,and another that.
Finally,a spirit came forward,stood before the LORD and said,I will entice him.By what means?' the LORD asked.
I will go and be a lying spirit in the mouths of all his prophets,he said.
You will succeed in enticing him,'said the LORD,Go and do it.

I can not state. I have to be silent on issues the bible is silent.
But since heaven was not mentioned, it could be that it was not in heaven.
However, i wish to state that bible talks about a type of presenting our bodies to God. Rom 12:1 That presenting is done here on earth.
That should show that the sons of God presenting themselves might not necessarily be in heaven.

When a man is perfect b4 God there is nothing that satan can do to kill him because d protection of God is with him. Like the case of Job, satan asked God to remove His protection and allow him to tempt Job so that Job can curse God and die.

This means if you obey God and restrict d devil , he will flee from you.
That of Adam and Eve were direct and wilful disobedience to the commandment or instruction of of God. Satan could not tempt Job and succeed. He knew he would fail.
Before Jesus Christ's death, it is your obedience and dis obedience that matters, on which many failed.
After d death and resurrection of our Lord Jesus Christ, we have d grace to ask for forgiveness, c/o Jesus, whenever we transgress.
That is why d devil is called the accuser of the children of God.

In summary, if you are a sinner, a non believer of Jesus death on d cross, d devil does not need to ask for God's permission b4 terminating your life or to wreck havoc. But for a christian, every mistake you make ,d devil will challenge you, but since the grace and protection of Jesus is there for you, he ( devil ) will tempt you and make a report against you b4 God. At written in Hebrews 4:14-16 KJV
Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession. [15] For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin. [16] Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.

God did not send satan nor did He allow him to tempt Adam and Eve into eating d forbidden fruit. Adam and Eve heard d instructions from God and they fell for the temptation, which is d genesis of d problems if d whole world.
