The police and troops sent to the Kenyan mall had time only to strap on their battle kit and rush to engage the cowardly enemy, at great risk to their own lives.

Your suggestion that guns should always be "pointed and ready" is dead wrong as well. When the safety catch on a firearm is OFF, that weapon needs to be pointed either straight up, or straight down, UNLESS a target has been spotted and the armed response officer is taking aim to light up a virgin seeker. The trigger pressure required to open fire with an assault rifle is typically on the order of 3 to 5 pounds of finger-pull. In a tense situation where incoming fire is present, guns are gripped MUCH tighter, whereby if a finger slips off the trigger guard with the gun pointed at innocents, the trigger will be pulled BY MISTAKE, and a burst of live fire will jelly-fish anything in front of the weapon.

In short, the guns MUST stay pointed vertically UP or DOWN until the instant an enemy combatant is to be engaged, AND NOT ONE MOMENT SOONER.

I had lunch with him two days ago and he was complaining because our Risk Management group was trying to force him to change his hotel to a less-Westernized one because the terrorism risk levels are high in Kenya. His meetings will be cancelled. They already cancelled his Lagos meetings because of kidnappings. Africa is going to shit... and I hope this doesn't usher in a new era of military coups.
