AS pupils of public schools in Osun State warm up for resumption on Wednesday, arrangements have been perfected by the state government to ensure successful take off of the new 4-5-3 educational system, which has culminated in the merger or re-classification of schools.

Nigerian Tribune investigation indicated that some of the newly built model schools are ready for use by the pupils, while others are still under construction.

Checks at the newly built Salvation Middle School, Alekuwodo, Osogbo, on Monday revealed that officials of the state Ministry of Education were busy inspecting the premises ahead of the commissioning ceremony of the structure on Wednesday.

At Ode Omu Elementary Model School, construction works have already been completed, just as some labourers were spotted clearing the weeds around the school as part of the preparations for resumption for the 2013/2014 academic calendar.

When our correspondent visited another elementary school, situated at Oke Baale, in Osogbo, construction works were still on-going, an indication that academic activities in that school may not be feasible when pupils resume tomorrow.

Similarly, construction works have not started at all at the premises of Osogbo Grammar School, where the state government planned to build another model school, which would accommodate pupils of different schools merged as a result of re-classification of schools.

Commenting on the preparedness of the state government over the new educational policy, yesterday, the Chief Press Secretary (CPS) to the Deputy Governor, Mr Tope Ademakinwa said 15 middle schools and 13 elementary schools have so far been completed by the government.
He assured that adequate arrangements have been made to pave way for the efficient take off of the new educational policy and resumption of pupils in public schools.

I am rather circumspect about these changes, as the broad outline provided below indicates students can also leave school, for good, at 14.

It will be interesting to know what others think of this new American model.

We are gong to restructure education here to move away from the not quite creative and children-motivating format it is now to something that every child and parent would want to see their wards benefit from. We have restructured education such that we are changing from the traditional primary, junior secondary, senior secondary to elementary, middle school then high school.

You enter the elementary school by the age of six, leave by the age of eight, move from there to middle school from the age of nine to the age of 14. That is grade 4, 5, 6, 7, 8, 9 (middle school).

Then, you leave to a world of your own, where you want to assess and evaluate your autonomy and emphasise your independence. That is the high school. That, on its own, in 24 months, will cost the state between N30 billion and N50 billion.

That tells you that beyond the fact that we have totally eliminated the conundrum of debt, we are so much on top of our situation. By the time the results of the things we are talking about start coming out, they will just be phenomenal. Is it the scale of knowledge that would not be iconic? Or the type of roads we are gong to build?

Grace Titilayo Laoye-Tomori, Osun State Deputy Governor who also doubles as the Commissioner for Education, offers a clearer overview of the new system here.

What informed the total restructuring on-going in the education sector of the State?

Since inception of this government, we discovered lot of rots and anomalies in our educational system. The on-going restructuring in the educational sector of the State is an outcome of the educational Submit held in the State at the wake of the administration. At the end of the summit, we came up with some Communiqué which has become the blueprint for education in the state. The first thing we observed was that the educational system had totally collapsed because of the long period of neglect. And so we decided to restructure the system. We knew that for our students to perform optimally, they had to learn in a conducive environment.

The next thing we did was to focus on the structure of the School system. There was no building we found on ground that could allow the children to perform well, there were no chairs for them to sit. Everywhere was horrible. So we decided to build state of art structures in all public primary and secondary schools in the state.

There are one hundred and seventy (170) of them. We have also restructured the educational system into three basic systems. We have Elementary, Middle and High Schools that have not interfered with the Nigerian system of education. We also took a decision to strengthen the high school, which is empirical to any of such school in any part of the world. We also decided to build 60 middle schools, that are also compared to any of such in any part of the world and 100 elementary schools. The decision to segment the education system is informed by our idea of making our students perform optimally. This is also the reason behind the neighborhood schools; that is the elementary school, designed to focus on elementary school kids. The middle school really prepares them for external examinations in the high school.

So, from primary one to four are referred to as elementary school in tandem with what is operating globally. Those in the middle school will be students from five to nine; while those in the high school are students in grade 10 to 12. Those are the senior classes. So, by the time they are in middle school, we focus on curriculum that will make them excel and we prepare them adequately for the external examinations like West Africa Examination (WAEC) University Tertiary Matriculation Examination (UTME) of Joint Admission and Matriculation Board (JAMB), National Examination council (NECO) and even the examinations that are obtainable internationally. We are restructuring in such a way that the schools will have equipment like football pitch, examination hall that will occupy between 1,000 and 1,500 students in the high school.

It is not a case where students will sit in the classroom or where students are made to write examinations in the classroom for designated examinations. We are also going to provide other recreational facilities that can aid learning for our children.

This is a splendid idea and what i have always been advocating for in our educational system along with a reduction in tertiary period to 3yrs instead of the current 4. If the Osun state govt says the fed ministry of education has given a green light then no wahala, infact i implore the fed ministry of education to make this a mandatory policy across the country.
