To this question, I would say yes and no! Somebody would think and say, "why would someone ever say that?!". Well, Lemme deal with the 'No' aspect first. Hardwork can make you a good programmer if you know what I'm talking about. If you work hard to learn and master programming, then you'll end up becoming a good programmer and plus increasing your IQ. "The first program you wrote was never started with your IQ rather, it started your IQ". The Yes part of it is that when you've known your codes as a programmer, you'll be a genius to get it going easily. (Intelligence + Hardwork) > (Hardwork + Persistence) > Intelligence.

Of course, u have to have a higher IQ to be a better programmer. Along with having experience and working hard. That holds true for any vocation whatsoever.
Take wrestlers for instance, two wrestlers equally matched in strenght and experience would require one of them having a higher IQ to gain the upper hand over the other. The one with the higher IQ is most likely able to adapt and improvise new moves the other will be unlikely to fathom or expect.
We all know it takes a higher IQ to study and thrive in science related courses than others. And even in in science, some courses are more tasking to the mental faculties than others. Same with programming. Experience can only get u so far. But IQ determines what u are going to do with the experience when u find urself new challenging circumstances.
If u are not smart enough to understand the problem u are dealing with, it will be rather hard to write a program to solve it. IQ.
If u are not smart enough to understand mathematics or physics, u will discover that writing a programming requiring either of the subject is an ardous task. IQ.
Dont get me wrong, u may call a subroutine that utilises libraries on mathematics or physics and they will work well. And u will be a good programmer. But u cant be said to be a better programmer than the person who wrote the library since u are incapable of such.

Personally, what I consider the ingredients for being a better programmer will be a bowl of hardwork and experience, a slice of knowledge and a pinch of IQ and luck.

For what it is worth, even innovating ur own custom algorithms and implementing for specific tasks involves a great deal of mental exertion. And that is one luxury not readily available to people of lower mental capacities.
Although it has been argued that IQ only matters up to a certain extent, I think my point has been made.

Like some other poster said, having a higher IQ will make you better programmer all things being equal (hardwork, time and dedication).
