The car was bought for the Ministry not Stella. I don't see the crime.

It's also being rumoured that the same agencies the propagandists said have no powers to buy vehicles for the office of the minister also bought as much as 800 vehicles for workers in the agencies. So how come they can buy cars for the directors and co in the ministry but not for their boss ( the minister)? What sort of logic is that?

Like I wrote earlier, we can question the cost of vehicles and moralty of the action but NOTHING illegal in the whole. The children of anger on NL have been using terms such as "corruption", "misappropriation", etc but those terms have no place in the controversial purchase of 2 armored vehicles for the office of the minister of aviation.

The 800 vehicles were purchased by respective agencies for the directors and top management staff in their agency. Those agencies have directorates that are different from that of the ministry. Educate yourself.

You seem to be swimming in the ocean of confusion. You admitted that the cost of the vehicles is questionable, yet you see no illegality in it. Isn't that a sharp and corrupt practice? Was money appropriated by the national assembly for the purchase of the cars for the minister? Did she receive FEC approval? The President official car which is bulletproof isn't worth N125million, so I don't see a way he would have approved such an outrageous amount for a minister's official car.

Here are some other notable points from today's edition of the Punch newspaper

Also, a former member of the House of Representatives, Mr. Uche Onyeagucha, said the amount involved in the purchase of the cars for Oduah was beyond the approval limit of the minister and the NCAA.

This, according to him, calls for finding out if a request for the purchase of the vehicles was forwarded to the Federal Executive Council or not..

The PUNCH learnt in Abuja that the NCAA also spent millions of naira on 13 Prado jeeps and 21 Corolla cars for its directors and general managers.

One of our correspondents gathered that the jeeps were bought for the directors and the corolla cars for the general managers.

A senior official of the agency who pleaded for anonymity because he was not authorised to speak to the press on the issue, admitted that the purchase of the cars and jeeps was an anomaly.

He however said it was a practice that was not confined to the aviation ministry alone.

The source said, “I think that during the course of the purchase of the cars that the management decided to also get the bulletproof cars for the minister. However, some of the cars have not been given to their owners. They are still parked at the car lots.”

One of our correspondents gathered that some members of staff who felt they might be left out of the car bonanza leaked to the press, the information which was originally designed to be a petition to the EFCC.


When contacted, the spokesperson for the NCAA, Mr. Fan Ndubuoke, confirmed that he was aware of the purchase of some cars by the authority.

He, however, declined comments when asked to name the beneficiaries and whether the agency was under any obligation to buy vehicles for the minister despite the fact that the ministry had its own budget.

The 2013 Budget of Aviation ministry revealed that there was no provision for the purchase of cars. About N4.2bn was budgeted for the maintenance of motor vehicles, transport and equipment; N1.2bn for the purchase of trucks and N100m was for staff buses.

Whether it was uncharacteristic levels of sycophancy playing out on the part of the NCCA or not, as you would rather have us believe, the buck stops with the minister.

I should of course add that if it is proven that the purchase was approved by the FEC, she has little to worry about. wink

Nigerians tend to sound smart when they make noise. If all the protocols you presented in the above posts are slightly observed in Nigeria, the jungle called Nigeria would have less cobwebs then seen today.

There is no single policy limiting the type of vehicle agencies and ministries will maintain in their fleet or where the vehicle are assembled. If you are as competent and responsible as you would want us to believe, one wonders why Nigeria remains pathetic cesspit.

From a security point of view, if we as ordinary citizens see all these blackmail against the Honorable Minister to resign, you can imagine the tons of threats she has been receiving from these people.

Like Prof. Dora Akunyili that nearly lost her life to an assassin's bullet for not taking the threats and blackmail to resign seriously, Princess Stella Oduah truly needs a bullet proof car if she likes her life. I hope she is not cowed by these blackmailers to leave her security with loop holes.

These people will surely attempt to take her life after their media blackmail fails, if she is not proactive with her security.
Perhaps that is why they are already so angry now,that she has beat them to it. Who knows?

Why then do you turn to blame the minister when air crashes occur? Why dont you blame NCAA? Can the minister take the blame when things go wrong if she has no administrative control over NCAA? Does administrative control not also involve management of finances? If we go by your logic the minister should have no blame what so ever if crashes occur since the agencies can do whatever they like with their funds. NCAA only has regulatory autonomy. When it comes to administration, the minister of aviation sits over NCAA. The minister has EVERY RIGHT to order NCAA to buy vehicles for the smooth running of the sector including vehicles that will facilitate the work of the minister.

Did you even bothered to read this crap before posting it? NCAA only as regulatory autonomy? NCAA has financial, administrative and operational autonomy. NCAA used to be a department under the ministry before the Civil Aviation Act granted it an autonomous status. It enjoys a self accounting status that it does not present its budget to the NA unlike the ministry. The minister does not appoint the DG, rather the president does. The minister is blamed for air mishap because the ministry is responsible for 'formulation and management of government aviation policies. Her job is to perform supervisory role on the agency and not to be involved in the day to day administration. She isn't the chairman of the NCAA Board neither is she a member. If we have to go by your warped reasoning, it means the president can also order any agency of government to provide him an official car since he is the head of government? Even the president cannot constitutionally order the NNPC to procure whatsoever for his official use. The presidency has its own budget.

You'r clearly confused.
The minister has no powers over NCAA but when air crashes happen, you call for the head of the minister? How illogical?

The minister oversees the use of internally generated revenue and budgetary allocation of all the agencies in the aviation sector. The minister is well represented in the boards of these agencies.

Your attempt to separate the minister from the president does not make sense. All the ministers are only representing the president. So whether it is the president or minister that removes the head of NCAA, it is immaterial.
