He wasn't the leader then but Minister of Petroleum to Olusegun Obasanjo. This was when he had a close relationship with Tam David West.
Muhammadu Buhari was a long time member of the Murtala Muhammed/Olusegun Obasanjo government. He, then Lt.-Col, was made governor of North-East State after the July 29 1975 coup by Brig. Murtala Muhammed.
