All things being equal, the Touring model should be a better buy. Note also that all things are hardly equal. You need to look at the mileage of both cars, the interior/exterior conditions, maintenance history, etc.

I've seen sevaral base model cars that are worth much more than the Touring versions because of the additional accessories in them and other factors.

I don't think a blanket statement as to which model is a better buy is a wise one.
