This question is like asking what pen has the best writing!!! you are asking the wrong question.
You need to know more about HipHop obviously. You simply don't know what a flow is...

Nobody has a best flow, you can only have a flow that works. The Flow is what differentiates any two rappers from each other. It is highly embedded in the way the rapper places his rhymes and there's a million and one way to do that.

You as a listener can only have a favourite type of flow, but no rapper can claim his flow is better than someone's else. If it works for that person, that's all that matters.
