The Independent National Electoral Commission (INEC) Monday ruled out the conduct of the 2015 general election in states under emergency rule just as it said it needed N92.9 billion. INEC Chairman, Attahiru Jega, disclosed this in Abuja at a stakeholders’ forum on the preparation and challenges ahead of the 2015 general election, organised by the Senate Committee on INEC.
