With 2015 elections drawing closer, Premium Times, Punch, Sahara Reporters et al have increased the tempo of propaganda, mis-information, mis-representations, half-truths and wicked lies.

Check out how Premium Times crafted the headlines of the two reports below:

** Nigerian government distributes 10,500 bags of fertilisers to farmers in Sokoto – Official

The fertiliser was distributed to dry season farmers.

The Federal Government on Wednesday distributed 10,500 bags of assorted fertiliser to 3,500 irrigation farmers in Kware local government area of Sokoto State.

The ceremony, which took place at Kware town, the headquarters of the local government area, was presided over by Jubril Enesi, the state Director, Federal Ministry of Agriculture.

Mr. Enesi, who was represented by Abubakar Mohammed, said that the gesture was extended to the beneficiaries under the Growth Enhancement Support scheme of the Federal Government.

He said that each of the beneficiaries was given two bags of NPK fertiliser, one bag of Urea, a 25kg bag of rice seeds and two 2-litre cans of agrolyser nutrients.

“The three bags of fertiliser and the agrolyser were subdised by 50 per cent by the Federal Government, while the rice seeds are free,” he added.

Mr. Enesi said that the gesture was aimed at encouraging more Nigerians to engage in all-year round farming activities.

“This is to further guarantee the food security of the country, as the need for food is next to nothing,” he said.

The Chairman of the local government, Abubakar Zamau, and the District Head of Kware, Aliyu Abubakar, commended the Federal Government for the gesture.

** Authority Stealing: Jonathan budgets millions for non-existing aircraft, boats in foreign embassies

The 2014 budget presented to the National Assembly by President Goodluck Jonathan last week contains fraudulent request for funds.

In what clearly appears a ploy by officials to brazenly steal public funds, the Federal Government is asking the National Assembly to approve about N30million which it purportedly plans to spend on fueling aircraft and boats owned by Nigerian embassies abroad.

The fraudulent request is coming when government officials know that none of Nigeria’s foreign mission owns a plane or boat.

Details of the 2014 Federal Budget presented last week by the Minister of Finance, Ngozi Okonjo-Iweala, to the National Assembly on behalf of President Goodluck Jonathan, revealed that the foreign affairs ministry is asking for about N30million to cater for these phantom expenditures.

Officials claim Nigeria’s foreign missions in Cote d’Ivoire, Ghana, Ethiopia, Algeria, and Mali would need an average of N1.785million each to fuel aircraft, and another N2.381million each to fuel boats during the year.

Similar provisions, concealed under the general fuel and lubricants subheads, were made for the embassies in Turkey, Lebanon, and United Arab Emirate, UAE.

The budget for the mission in Mali also has ludicrous demands for aircraft maintenance cost (N638,365); boat maintenance cost (N635,435), and railway equipment maintenance cost (N999,8240).

When released, these funds will simply go into the pockets of corrupt officials since the embassy does not own aircraft or boat and has no railway line to maintain.

The spokesperson of the Ministry of Foreign Affairs, Ogbole Odeh, told PREMIUM TIMES in a telephone interview in Abuja on Tuesday that the provision for aircraft fuel cost in the budget for the foreign missions was strange, as the federal government does not maintain aircraft in any of its embassies abroad.

1. How Premium Times manipulated the name of the president into the headline of the second report. The second report is a negative report so Premium Times had to rope-in the President's name so as to give him a bad name.
2. How many times the president's name was mentioned in the body of the second report.
3. How the name of the president was conspicuously missing in the headline of the first report. The first report is positive development so Premium Times tried to detach the president's name from it.

^^ Nonsense! Was it the spokesperson for the ministry of foreign affairs that prepared the budget? Was he the one that presented the budget to the NASS?

The right people to contact are those in the budget office and ministry of finance.

Meanwhile, the budget will still pass the NASS for scrutiny and if indeed such items are in the budget, it should be deleted.

Your blood is just boiling over nothing. The budget as presented by NOI is estimates. It will pass thru the NASS and all unnecessary items will be deleted by the NASS. That is the democracy we practice.

But yes, Premium Times should have done the RIGHT thing which is to contact officials of the ministry of finance or budget office for explanation on the issue.

I'm in full support of stella when she said many of nigerian journalists need to go back to school. Nigeria biggest problem today is not even corruption but an irresponsible press, shamelessly publishing outright falsehood day in day out missing leading even themselves.

This is the why constitution mandates that the budget MUST pass thru the NASS so that absurdities can be eliminated or atleast reduced. The NASS is empowered to reject any item in the budget that cannot be defended by the MDAs.

My impression is that many of the MDAs jack up budgetary provisions for certain items because of the fact that not all the monies in the budget are released during actual implementation of the budget. Usually the capital component of the budget is never released 100%. In fact, the average release is about 50%. And most of what you listed fall under capital expenditure. But in the end, the ball is entirely in the court of the NASS.

Meanwhile, the blackmail in your post was unnecessary. I dont know about you, but my posts on this forum are based on personal conviction. If you'r convinced that APC or Tinubu/Buhari is the best thing to happen to Nigeria, then goodluck to you. My position is well known on this forum. If you have the right to take a position on this forum, then you shouldn't try to deny other people that same right or try to blackmail others for taking any position or supporting any political party/politician of their choice. This is a free and democratic country. The various shades of opinion is the beauty of democracy.

What the Federal Government Budget Office compiled are budget estimates subject to defence by various heads of ministries and parastatals before the NASS that have the purse and power to approve or deny any request as they so desire.

Moreover, most DG of Federal Government institutions and agencies are responsible for most of the figures allotted to recurrent expenditures by just tinkering with previous budgets without recourse to changing realities.

Agreed, some of allocations are ridiculous but we should understand they are just estimates that need to be defended in various house committees before passage.

It behoves the NASS to do the job they are elected to do without politicising their functions.

It will be a greater shame if any abnormally is passed as act of NASS without proper and careful investigation.

In our criticism, let's understand that the Executive is an arm of government with many institutions and agencies that require the president to trust the judgement of either the Ministers or the various Director Generals.

One thing I don't get, though, is why you feel this constant need to belabour the inner workings of the government, by repeatedly rehashing that which is blatantly obvious? Help me understand where the buck stops for you?

I implore well meaning progresives on this forum to start ignoring this poster. Quite frankly, doing so might put the brakes on his descent to dementia. Ever since the severe beatdown progresive warriors gave him on a thread i started abt three weeks ago, his rants have become more and more incoherent replete with typos, and his general conduct largely eratic. I truely feel for him. I picture him as some sad and depressed SOB.

I was highlighting the porous system we have in Nigeria civil/public service that make-up the aggregate corrupt practices inherent in the system. These Career DGs were inherited by Politicians when they were sworn in and having mastered the art of corruption have been playing on the intellect of Political leaderships who lack much needed in-depth knowledge and expertise in their various ministries.

Just think of NNPC and their secretive regimes over the years, lacking any atom of transparency in the exercise of their duties.

It will take time to weed these people out. Imagine Joyce Nkemakolam inducing Coscharis and First Bank to inflate already settled price of Vehicles.

NB I'm not in anyway exonerating the politicians.
