The federal government has begun negotiations with contractors handling the construction of the second Niger Bridge at Onitsha, Anambra State, with a view to securing a reduction in the cost of the project.

Minister of Works, Mike Onolememen, said the negotiations for a reduction in the cost of the bridge were necessitated by the fact that the exact figures for building the bridge, whose groundbreaking would be done soon, were now known.

He spoke in Abuja at the inauguration of the skywalk bridge connecting Blocks A and B of the ministry, and named Oziegbe, after him.

According to the initial contract terms, the contractor, Julius Berger along with its partner in the consortium, are to invest N100 billion while the federal government will bring 30 percent in equity that will come from money made available by the Subsidy Re-investment and Empowerment Programme (SURE-P).

The construction giant mobilised equipment to the site in July for preliminary work pending the finalisation of the contract for the bridge and its approach road estimated at 12.4 kilometres, with the bridge alone having a length of 1.8 kilometres.

“The second Niger Bridge has now been fully designed,” Onolememen told reporters in Abuja. “Now that the numbers are known, we are negotiating it downwards on the basis of our own objectives and financial plans, in conjunction with the Federal Ministry of Finance. We will soon do the groundbreaking.”

He added that the federal government was seeking to raise $2 billion from the private sector in the next two years to enable it undertake the funding of road construction projects nationwide since it could not provide the needed funds

How long will it take them to review the cost of the bridge? Sometime early this year,the Minister of Works was interviewed on Channels TV where he said something similar. This is the end of the year and he's still saying the same thing. Unfortunately,we will continue hearing the same old story till this tenure ends.

Why is your mouth always faster than the brain?...........Bureaucratic procedures must take it course before the project can start, haven't we had enough of the failure to plan is planning to fail of past government?.

We'r all in a hurry to see the main work started on the Second Niger Bridge. But then, things have to be done properly. I stand to be corrected but this is the first road project being executed by PPP at the federal level. The other projects being executed by PPP is the Lagos Airport road and the Second Niger Bridge has progressed more than the Lagos Airport road.

Other similar projects that were hastily done, eg the Lagos-Ibadan that was concessioned to Bi-courtney failed due to improper planning. The Lekki-Epe road concessioned by Lagos State govt also failed.

So in doing the Second Niger Bridge thru PPP, FG has to get everything right for it to succeed because till date, none of the projects executed thru similar arrangement has succeeded. The first step is contracting it to a reputable company and this the FG has done by giving it to Julius Berger.

The alternative to doing the Second Niger Bridge thru PPP is for govt to take up the responsibility of doing the project alone. The implication is that the project may take too long to materialize.

This is entirely my opinion, anyway.

You cannot impose your evil wishes on me or other well meaning Nigerians. Yes, the project has started. The preliminary work is part of the project. The preliminary work was part of the contract and it was done by Julius Berger. It is after the preliminary works, that the final design is produced and contract details concluded. Dont forget that project is PPP and not the regular FG contract awards.

It depends on the design, I wound expect it to include an extra bridge or an extension for rail and tram track between the SE & SS, I hope see a monumental design.

What is so complicated in the construction of a bridge using a PPP framework? Has the government advertised this contract publicly or is Julius Berger their preferred supplier for obvious reasons?

You keep chatting rubbish about other projects, what a redundant and nonsensical retort! With all the so called intelligent people in the GEJ administration , many of whom claim to have PhDs - no one has taken the time to conduct a comparative analysis of similar projects elsewhere or examine templates used for successful PPP/PPF initiatives of similar nature? Have you ever heard of a competitive procurement dialogue system?

It is clear that the delay is due to the lack of political will and the intentional use of that bridge as a political carrot for the people of Alaigbo. It is indeed shameful that it is the same people who are being shortchanged that are defending the acts of a wicked government because of crumbs of bread they give them- they are ready to mortgage the future of their children because of a plate of Jollof rice. SHAME!

We are discussing about 2nd Niger Bridge here...the most potent tool the PDP-led govt has been using to garner gullible votes from the South East for eons?

Open a different topic if you are so interested in the 4th MB that is not of an imminent need to Lagosian at the moment....the govt is presently and aggressively expanding the Mile 12- Ikorodu road to a world class highway....that is more important to Lagosians on that axis at the moment.

My bro, I think @wolex asked an innocent question and deserved a meek answer.
@1Wolex85, from my education and practice in the field of Project Management, large scale projects like this one are usually cumbersome at all stages. There are five stages of project management: Initiation, Planning, Execution, Monitoring/Control, and Closing out (Inaugration or what we call Commissioning here). From the foregoing, you'd notice that what you call "mobilization to site" falls on the 3rd stage. For some very complex projects (may be like this one), mob and pre-mob alone is considered 20 per cent completion--some even 30, 40, or 50% completion! From the Initiation stage to the Planning state alone for projects that are supposed to serve purpose of 2 or more decades, the paper works like Project Charter, Work, Project Statment of Work, Permit To Work, Work Breakdown Structure, etc take several months or years. I heard the gov't said that JB has mobilized to site, if the project has not reached the 4th state, Execution, Monitoring/Control, you might not be seeing the big equipment at the site even when they're still working. For this kind of job, they might still be doing Soil tests, Hydrostatic analysis, mechanical, Surveys, Designs, hydrographic, physical and Biochemical testings.
I believe that if JB accepted the PPP project then it must have seen both profitability and gov't committment in the said project.

Let me answer in the OP's stead, pls. Gov'ts employ PPPs for projects with massive financial implications which the gov't alone cannot comfortably sponsor. So project must be of staggering financial implications to the gov't and that's # 1 condition. For a private company to accept to "co-sponsor" the project, it must be doubly assured of the juicy profitability and gov't sincerity and committment in the project since it's not in for charity. You'd ask why there's been few PPPs in the nation and most like the Lagos-Ibadan Highway and that of the Lagos state gov't's Lekki-Epe failed. That's how diffcult it is to get a PPP.
If you've been reading the news and following this 2nd NB issue, you'd have known it was advertised, transperantly bidded, and selected (meanwhile, it's in this administration that FG has the least cases of court litigations arising from any of its actions).
If you've lived outside the Southeast for upto 10yrs now and have not had reasons to come around eversince, you might never understand the reasons why the people are "intransigiently" supporting the Jonathan adminstraion. Mr Uche used to spend about 13hrs to drive from Lagos to Onitsha in the past due to bad Highways. Today he spends only less than 7hrs! Mrs Ngozi plans to travel from PH to Owerri through Aba road and she spends almost all day because PH-Aba road is hellish. Today it's a 1.45hrs journey. From Fire Service (Owerri) to Umuahia used to 2.30hrs but now it's 1hr, while work is still ongoing. I could go on and on about the roads. Fuel queues used to take a whole week in the past during yuletides like this in the East! Now mobile truckers are doing home delivery! Yes, this is not lie. That's the new way my company buys its fuels. Ms Adanna studying in the UK flew into the East on Enugu this Xmas and rode on a safe road to her hometown in Imo! The Igbos are not so much on the neck of the govt to create jobs. They say improve Power supply. I'll understand with you if by now your own area of town has not reached at least 14hr daily supply 'cause mine has hovered around 18-22hrs!
