I've explained over and over again on dis thread abt Catchment/ELDS. Firstly, all federal universities are mandated by law to abide by catchment/ELDS. But some myopic stdnts of d school refuted and rebuffed it.
Admission is JAMB's responsibility. They conduct admission, nt UI. Wat UI does is to set cut-off and send it to JAMB. Den JAMB prepares d merit list, approve it, den send it to UI for screening. D 2nd list is UI's responsibility!

U for example, ur state is under ELDS. Wat JAMB does is to choose eida 1 or 2 best candidates among candidates frm ELDStates along with candidates dat made d merit cut-off. I can bet my life on dis!!

Since u scored higher dan ur sister, I'd advise she gets a C.O.C cos no 2-candidate frm d same state wld be chosen under ELDS!

So any candidate dat gets a C.O.C, wld be offered his C.O.C wen d supplementary course is released, even if UI had intention of offering dat candidate his initial/preferred course, cos she prefers to decongest courses most sought after, and fill up void courses.

But for candidates with 1 or 2 score trail(i.e trailing their cut-off by 1 or 2 marks), if the course quota is deficit, JAMB cld still include their names among those dat made d merit list, even after filling d C.O.C form.

Like I said earlier... I can stake everything I hv on dis! I'm just bn discreet, d more reason I dnt want to divulge my I.D.

but it's advisable to wait if you've been offered a provisional admission on the merit list before getting d COC form right. Tho!, I'm 10marks away from my course, i fell under ELDS. & You Haven't Actually Giving Me The Actual Number Of ELDS Candidates Per Department.
