Police recruits lament conditions at Oji River Police college -

ENUGU—THE deplorable condition of the Nigeria Police Colleges appears to be a general phenomenon across the country as Vanguard observed what could be described as the worst case of infrastructural decay and total neglect at Oji River Police College in Enugu State.
Besides, the inhuman treatment being meted out to the recruits that undergo training in the college is better imagined than experienced as they are denied basic facilities needed for them to function properly while in the training camp. The police officers serving at the college also suffer the same fate as their barracks are in serious state of decay.
The case of the Police College in Oji River, according to the trainees, is that of many years of infrastructural decay, as no new structure had been built after the inception of the college which started in the early seventies, and there seems to be no plan for renovation of the dilapidated office and hostel accommodations.
During a visit to the college on Wednesday, Vanguard observed that all the internal roads are in deplorable condition while only the office buildings including the office of the Commandant, Police Commissioner Dorothy Gimba, who assumed duty in the college a few months ago, was habitable as they were repainted not too long ago.

Fresh Tension In The Police

Junior Officers of the Nigeria Police allege corruption, tribalism and extortion against some senior police officers who handled their promotion examination

The current recruitment exercise into the Nigeria Police Force might soon be marred by protests which could snowball into strike action by police officers across the country. Police sources said the current murmurings among officers of the Inspector rank is attributed to the recent outcome of promotion examination that was organized for officers of that cadre. Officers who pass the examination would be promoted to the rank of assistant superintendent of police, ASP.

The program tagged; INSPECTOR/ASP COURSE I, 2011, according to sources, was packaged by the police High Command for the promotion of about 4,700 personnel of the inspectorate cadre in various areas of specialization and general duty operation. The criteria for this examination, they said, were oral and written. At the commencement of the scheme, invitations that were sent to beneficiaries of this year’s program from the
police headquarters in Abuja, no doubt, may have inspired many police inspectors that looked forward to wearing the star rank of ASP. But this did not come as expected.

Source said out of the many that gathered from all over the federation at the police college in Lagos, only those considered to be general duty officers and some selected policemen specifically from Borno, Kaduna and Oji River Police Colleges in Enugu states allegedly got promoted to ASP. Why? The reason is what majority of the officers especially about 765 of Policemen of southern Nigeria origin are yet to be told. According to them, what this meant could be that those whose names did not appear among those promoted to ASP were unsuccessful in the promotion examinations.

Also present was the Minister of Police Affairs, Navy Captain Caleb Olubolade, who also urged management of the college to ensure its proper maintenance It would be recalled that the Nigerian Army Corps Engineer got a marching order from President Jonathan in January to rehabilitate the college, following a disclosure of its deplorable state by a television station.

Nigeria: At Kaduna Police College, Recruits Defecate in Bush

Kaduna — Recruit constables who passed out from the Police College, Kaduna recently, are unhappy with the deplorable condition of the premier police training institution in the country.

Established in1949, the Kaduna Police College is presently serving eight police commands in the country namely: Kano, Kaduna, Jigawa, Katsina, Zamfara, Niger, Plateau and the FCT. The college graduated over 4,484 recruits three weeks ago.

Daily Trust gathered that during the training that lasted for 15 months, the facilities at the college were over stretched. Over 200 recruits slept in a dormitory, and the same number shared five toilets.

As a result of the shortage of accommodation, many of the recruits slept in the dining hall and classrooms. But those who were 'connected' secured accommodation in the college's barrack.

A cross section of the recruits who are now serving in different police commands recounted their experiences at the college, and they were particular about the condition of their toilets.

One of them who spoke to our reporter said: "We thank God that we passed out without recording any outbreak of toilet related diseases because over 200 recruits shared five toilets in my dormitory. Some of us defecated in the bush because we were told it was safer."

Another one said throughout the 15 months they were at the college, he did not eat food that was served by the police authority. He said because of the low standard of the meal, recruits labelled it as 'Gapza'.

"I did not eat the meals they were serving us because in the morning they served us with watery beans as breakfast. In the afternoon and at nights, they interchanged 'tuwo' and 'eba' daily. That is what we were served with throughout the period of our training. I used to eat from commandant market," another constable who passed out said.

When our correspondent entered the premises yesterday, recruits and college officials were seen carrying out sanitation exercise.

Most of the dormitories were deserted; only about 100 recruits were on ground. The dirtiest place in the college is the laundry quarters, an instructor said.

POLICE RECRUIT FACES DISMISSAL THREAT FOR SPEAKING UP AGAINST BRIBE

A police recruit on training at the Police College Kaduna, Mr. Godfrey Attah, faces dismmissal and is currently being detained at the college Kaduna for openning up to the visiting Presidential committee members on Police Reforms.

Mr Attah who was seriously molested last Thursday and subsequently detained at the college cell for informing the committe memberds that officers extort money from the recruits stated Comrade Daniel Onjeh, a former President of National Association of Nigerian Students (NANS), who has been in contact with Attah confirmed that the police college commandant is set to dimiss Mr. Attah for exposing the ills ongoing at the college to the members of the police reform committee.

“According to Mr. Attah, at the instance of the Presidential Committee on Police Reform’s visit to the College, the entire Batch ’ A’ police recruits at the police college Kaduna, who have been on training since October 14, 2011, were assembled for interaction with the visitors”.

“While reiterating its term of reference to the hundreds of recruits, as primarily to redress the rot in the Nigerian Police Force and reposition it to face challenges of democratic society through the timely prevention and detection of crimes in all ramifications, the Reform Committee charged the police neophytes to be free to raise observation on any issue bothering on the integrity of the police and possibly suggest way of tackling such”.

The former NANS President added that Mr. Attah, summoned courage to unveil a brazing act of corruption being practiced by the administrative heads of the college. He drew the attention of the Presidential Committee to the ugly situation in which police officers extort money from desperate youths seeking employment, to enroll them in the current batch of recruits in spite of the fact that the college has exhausted six out of its fifteen months of the statutory training period. The latest of such recruitment took place two week ago and it has been a recurring decimal. He believes that that since they have gone pass the very crucial phase of their training, the new entrant would lack the necessary orientation to be patriotic and loyal to the Nigerian state. He said he is even more afraid to witness some of the newly enlisted recruits jumped straight into the ‘Musketry’ – the phase of handling ammunitions, without the requisite and basic orientation.

Mr. Onjey said the Reform Committee excused all the college police officers out of the meeting, but some of the rookies betrayed Mr, Attah, by reporting his submissions to the Management Head of the college. As soon as the Presidential Committee left the College, a group of police officers arrested Attah, satisfactorily used him as a punch-bag and detained him afterwards. The news is all over the college and the rumour making the rounds is Mr. Attah’s imminent dismissal.

If the police must be reformed, the likes of Mr. Attah deserve to stay in the force and not face dismissal as planned by the commandant of the Kaduna police college Moses Saba Ndagi.

Mr. Godfrey Attah is a police recruit undergoing training at the Police College Kaduna and currently in custody with recruitment number 108268. If you know someone that knows someone, please intervene so Mr. Attah will not be dismissed.

Non-promotion of Igbo-Southeast Police Personnel & Stagnation of their Ranks: Senior police officers of the Southeast extraction are heavily discriminated against in the areas of statutory promotions and postings. There is also an age-long ranking stagnation policy against them being promoted by the top headship of the Nigeria Police Force. The top field and administrative formations of the Force in Nigeria, out of its 6,651 field formations in the country are: IGPship manned by the overall head of the Force, six DIGs of administration, works, investigation, training, planning & research and information & computer technology; twelve zonal commands manned by twelve AIGs, thirty-seven States and FCT Commands manned by 37 States Commissioners of Police as well as hundreds of State criminal investigation departments and area commands manned by Assistant Commissioners of Police. There are also other important field and administrative formations in the Force manned by AIGs, CPs and DCPs. Some of them are Police Staff College, Jos, Police Academy, Kano, Police Medical, Police Veterinary, Air-wing, Border Patrols, Force Secretary, Intelligence and Marines & Airport Command, all manned by AIGs. Others like Police Detective Colleges, Police Colleges, Police Admin, Police Legal, Port Authority, MOPOL, SARS, CTU, Info Tech/Admin, Police Animal, etc, are manned by Commissioners of Police.


[b]he Last Straw that Broke the Camel’s Back: On 3rd day of May, 2013, Nigerians, particularly those of the Southeast extraction received with shock and disbelief the news of decoration by the Inspector General of Police, Mr. Mohammed Dikko Abubakar, of nine newly promoted Commissioners of Police at Force Headquarters in Abuja, Nigeria. Our swift checks revealed that they were part of the 13 deputy commissioners of police promoted to police commissioners on 3rd day of April by the immediate past leadership of the Nigeria Police Service Commission, which said it acted based on the recommendation of the Inspector General of Police, Mr. M.D. Abubakar. The former PSC leadership had in the exercise promoted 13 DCPs to CPs, 22 ACPs to DCPs, 9 CSPs to ACPs, 16 DSPs to SPs, 52 ASPs to DSPs and 7 Inspectors to ASPs. Also, one serving Commissioner of Police, Ali Ahmadu, was made an AIG with a strange directive that his promotion would take effect from 31st day of July, 2013, the same day he will retire from the Nigeria Police Force. The identities and geopolitical zones of the newly promoted officers were shrouded in secrecy by the former PSC leadership as well as the top leadership of the Force with the exception of the nine newly decorated CPs. Sincere 9gerian: The Nigeria Police Force is not been left out in the wind of FRESH AIR blowing across the country. Here are some of the developments in the Nigeria Police in the last 2 years:

1. Complete rehabilitation of the Police College, Ikeja, Lagos.


5. Introduction of police camouflage uniforms. Unlike their counterparts in other parts of the world, the Nigeria Police didn't have camouflage uniforms.


10. Creation of Police Museum.

12. The police now has its own in-house pension fund. The is to ensure more efficient settlement of entitlement of retired police officers.

13. Construction of modern police housing estates. The first modern police housing estate, the 200-Units Goodluck Jonathan Housing Estate, was commissioned in July 2013. Another 80-Units, the Sunday Badang Housing Estate in Abuja, was commissioned in November 2013. Late sergeant Badang died in an explosion in February 2012 whilst trying to defuse an Improvised Explosive Device (IED) in Kaduna. These Housing Estates are meant to improve the standard of living of the Nigeria Police officers.


These and many other internal measures have led to improved performance of the Nigeria Police Force and better security in most parts of the country.

Yes, the police was destroyed for decades and you dont expect this govt to have fixed all the problems in 3 years. I only listed what has been done so far. The same people that destroyed the police over the years are now in APC, claiming to be those who will "rescue" Nigeria.
