In addition to the basic salary, all allowances will be paid
in accordance with the Mission Local Compensation Plan.

The U.S. Consulate General in Lagos is seeking to employ a suitable
and qualified candidate for the position of Visa Assistant in the
Consular Section.

BASIC FUNCTION OF THE POSITION:

The incumbent will serve as a Team Leader supervising and training a
team of four or five FSNs in the full range of administrative
processing of Non-Immigrant Visa applications. This includes intake,
pre-screening of documents, fraud determination, photo capture,
receipt of revalidation cases and handling of documents related to
Departments of State and Homeland Security procedures and
immigration laws. Responsible for supervising daily intake and
processing of over 600 visa applications in one of the busiest
consular sections in the world. Ensures compliance with applicable
State Department and other regulations pertaining to Non Immigrant
Visas. Makes decision and gives advise to team members regarding
the determination of visa categories and appropriate annotations.
Counsel and guide team members' performance requirements. Writes
performance evaluation reports for team members. Implements new
visa procedures and policies directed by the Department of Homeland
Security through functional supervisor.

MINIMUM REQUIREMENTS:

NOTE: All applicants are instructed to address each selection
criterion detailed below with specific and comprehensive information
supporting each criterion.

1. A university degree is required.

2. Minimum of five years of progressive work experience
involving public contact and application of regulatory material.
Supervisory experience is an advantage.

3. Level 4 (fluency) Speaking/Reading English Language is
required. Must be fluent in at least one major local language
(i.e.: Ibo, Hausa or Yoruba).

4. Must have expert knowledge of the operating procedures of
the Immigrant and Non-Immigrant Visa units, especially indigenous to
Nigeria. A broad working knowledge of the Consular Section's
internal operational procedures and regulations is required.

5. Ability to understand and apply complex regulations
pertaining to the Immigrant and Non-Immigrant Visa process is
required. Ability to deal with the public exercising courtesy, tact
and good judgment in each encounter is required. Must posses good
drafting, typing and computer skills. The ability to work under
pressure is required. Ability to manage all complex scheduling
duties in the absence of the Senior FSN.

SELECTION PROCESS:

When equally qualified, Eligible Family Members and U.S. Veterans
will be given preference. Therefore it is essential that the
candidate address the required qualifications above in the

ADDITIONAL SELECTION CRITERIA:

1. Management will consider nepotism/conflict of interest,
budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not
eligible to apply.

3. Currently employed AEFMs who hold a FMA appointment are
ineligible to apply for advertised positions within the first 90
calendar days of the employment.

4. Currently employed NORs hired under a Personnel Services
Agreement (PSA) are ineligible to apply for advertised positions
within the first 90 calendar days of their employment, unless
currently hired into a position with a When Actually Employed (WAE)
work schedule.

5. Current employees who are qualified will be given
preference.

6. Only successful applicants who meet with the minimum
requirements will be notified.

7. The Human Resources Office will not accept applications or
resume submitted in U.S. Government official envelopes.

8. The minimum requirements must be adequately addressed in the
cover letter of your application package.

DEFINITIONS:

1. AEFM: A type of EFM that is eligible for direct hire employment
on either a Family
Member Appointment (FMA) or Temporary Appointment (TEMP)
provided s/he
meets all of the following criteria:

--U.S. citizen;

--Spouse or dependent who is at least age 18;

--Listed on the travel orders of a Foreign or Civil Service or
uniformed service member permanently assigned to or stationed at a
US Foreign Service post or establishment abroad with a USG agency
that is under COM authority;

--Is resident at the sponsoring employee's or uniform service
member's post of assignment abroad, approved safe haven abroad, or
alternate safe haven abroad; and

--Does not receive a USG annuity or pension based on a career in the
US Civil, Foreign, or uniform services.

2. AEFM: Family Members at least age 18 listed on the travel
orders of a Foreign of Civil Service or uniformed service member
permanently assigned to or stationed to a US Foreign Service post or
establishment abroad with a US agency that is under COM authority
who do not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who: 1) Has
accompanied, but is not/not on the travel orders of a U.S. citizen
Foreign or Civil Service employee or uniform service member
permanently assigned to or stationed at a U.S. Foreign service post
or establishment abroad; 2) Has been declared by the sponsoring
employee to the Chief of Mission as part of his/her household; and
3) Resides at post with the sponsoring employee.
4. Ordinary Resident (OR): A citizen of the host country or a
citizen of another country who has shifted the main residency focus
to the host country and has the required work and/or residency
permit for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and
EFMs of FS, GS, and uniform service members who are on the travel
orders and under Chief of Mission authority, or other personnel
having diplomatic privileges and immunities.
