I'm not sure it's dependent on clearance. According to my friend who saw my statement of result, he went to exam and records to collect his statement. They searched for it and didn't see it. While they were searching for his, he saw mine.

Except he's lying which I seriously doubt, how fast you finish your clearance has absolutely nothing to do with collecting your statement of result.
