Dear brother, it's the law of scarcity that is reigning (Imagine how much folks are willing to pay for human kidney). It happens when you have over-qualified candidates for limited admission quota (when I went to FUNAAB last year; here's what the admission officer, a woman, told me: I'm sorry to tell you this, the fact that you have distinctions in your ND and Bs in your O'level does not mean that you'll get automatic admission here-- we have over-qualified applicants here. So admission is not AUTOMATIC ---I was amazed; I asked again, then she repeated the same thing). Besides, the system of capitalism that we practise here has made "most" officials to be greedy and ready enough to bypass the system--venal officers everywhere!

It's simply known as black market. It will be sold to those who belong and those that are willing to pay their "dues". You need to see how Alpha Tajudeen was so confident that he would gain admission with his 44 PUTME score. Funnily enough, he got it (First list & First Choice Course)

Mark you; paying the bills and knowing people is not just enough, cos "almost" every body knows and plays the game.

Though it's a systemic error.
