Narrated Hafsa (may Allah be pleased with Her and Her father) : When the Mu'adh-dhin pronounced the Adhan for Fajr prayer and the dawn became evident the Prophet (peace be upon him) ordered a two rak`at light prayer (Sunna) before the Iqama of the compulsory (congregational) prayer. (Bukhari - Vol. 1, Book 11, Hadith 592)

So the sunnah for the two rakats before the fajr Solah is to make them light and not long.
