OK....

we would need the following for this dress apart from the fabric earlier mentioned.

scissors one for paper and one for fabric cutting
brown paper 6 sheets
very dark pencil
measuring tape
tailors chalk
sharp office pins
sewing machine
appropriately colored thread

Please note the following measurements :

bust , waist, hip

shoulder
shoulder to waist
sleeve length
bicep
full length from shoulder to the floor ( front and back)
waist to knee

this dress has a total of 9 panels so we start by joining 3 sheets of brown paper end to end in portrait layout. The dress is quite long so depending on how tall you are the length of your joined sheets should be at least +/- 60 inches.

Starting from the uppermost left corner of your paper mark a straight horizontal line 3 inches from the top across the paper please ensure the line is very straight

Measuring vertically down from the above line mark a point 1 inch.

mark another point the same measurement as your shoulder to waist

then from the waist point, mark the measurement from your waist to the floor.

crosscheck the measurements from the 1st one inch to the floor it should equal your full dress length .

Remember we are using 6 sheets of paper? Label this set with the lines FRONT. repeat the whole process with the second set of 3 sheets and label it BACK. i.e. joining of papers and drawing of lines.
