EARLY this month, I had the dubious privilege of reading an article in a local ki-Swahili Daily titled ‘Rais wa Zamani wa Afrika Kusini alivyochochea ubaguzi, ukatili...’ [roughly: how a former South African president fueled discrimination/segregation, cruelty]. [NIPASHE-Jumapili: March 2, 2014].



Published as an example on the antics of top leaderships (‘Vituko Vya Wakubwa’), the NIPASHE writer purported to base that article on a report in the South African ‘Sunday Times’ of Aug. 18, 1985, and which was claimed to be a speech by former South African President P W Botha to his Cabinet on Aug. 15 that year.



[Other sources state that the speech, fondly referred to as the ‘Crossing the Rubicon Speech,’ was delivered at the opening of the National Party of the Natal Congress in Durban on that very same date!].



Apparently, the Sunday Times article was the work of one ‘David G Mailu.’



In due course, that ‘Mailu’ piece was denounced as ‘a hoax,’ fueling circulation of same via the email system across the globe! A little effort would’ve established that the two ‘speeches’ are as similar as chalk is to cheese!



While the 1,403-word long (or, perhaps, short) ‘Mailu’ reproduction is full of vituperation and clearly base allegations against Botha, the latter’s speech – all 4,992 words of it – doesn’t contain any of the negative allegations in the Mailu/Sunday Times article. Why is that the case?



[Incidentally, is this the one and same ‘David Mailu’ one of whose ‘infamous novels’ was banned in Tanzania by the ruling party of the day, the Tanganyika African National Union? I ask you!].



I read the NIPASHE article twice — and then hit the Internet running, where I readily accessed both the Mailu/Sunday Times ‘hoax,’ and the actual (I believe so) Botha speech. This latter was in the form of ‘Appendix A 1 159’ sourced from the South African Consulate-General in New York, the US, in Aug. 1985.



That resource is hosted by the Nelson Mandela Centre of Memory, and was compiled and authored by Padraig O’Malley,n Irish professor of Professor of Peace & Reconciliation and author on topics related to divided societies.



Other supportive evidence of the bona fide Botha speech – titled ‘Great Expectations: President P W Botha’s Rubicon Speech’ – has been gleaned from the work of Hermann Giliomee of the Department of History at the University of Stellenbosch.
