when i did mine, i only submitted my national ID with a note, that the address on it is my family's home address, because address i used when opening my paypal was dsame with my visa card billing address,and has no link with my national ID address. note: i was in Port Harcourt when i opened my bank account and during national ID issuing, i came home (Ijebu Ode of Ogun State) to apply for mine then, you can see now that, there's no way the 2 can be link, so i drop a note and paypal accepted. i only submitted national ID.
