East adding 7 state now have 10 states
Western Nigeria adding 4 now have 10 states

That shows they are illiterate people.

They are not illiterate for they can all read and write.

if they can read and write, why did 70% of them fail WASC..

It show they are illiterate. Look many igbo people own business in nigeria and are illiterate. So the people who went to that conference are mostly illerate. there are many fake degrees in nigeria.
