OUR CLIENT Our client is one of the top multinational oil & gas firm. The company has been finding and producing oil and gas around the world for over a century. Today, they have interests in exploration and production ventures in more than 39 countries and employ approximately 19,000 staff (not including contractors). Marine Fleet Community Contracts Supervisor Location: Warri, Nigeria Key Roles and Responsibilities: · Obtain and engineer contract proposals for all marine equipment contracts specific to community contractors. · Advice on HSE issues concerning contract management. · Participate as a team member for line Contractors HSE Capability assessment. · Seek approvals for company estimates and budget clear. · Organize HSE kick off meetings with community vendors. · Process Service Entries timely to ensure contractor invoices are paid as at when due. · Monitor Contractor invoice payments to ensure invoices are not unduly delayed. · Renew or vary contracts as required during the life of the contract. · Contract monitoring and management support. · Interface with SCM, Operations team and render support. · Maintain auditable data base of contract SPEND and LEE. · Maintain and issue monthly reports on contract listing, and performance · Monitor community contract from planning to close out. Requirements: With a good university degree in social sciences, business management or engineering, MBA will give an advantage. At least not less than five (5) years cognate experience in contracting, project and supply chain management. Time spent on senior supervisory management role is an enhancer. Expected to possess excellent contract management, customer management and negotiation skills. Computer literate and familiar with SAP applications. A Good understanding of HSE and experience in work services that support oil and gas business. Age 35 to 40 years. 2. Marine Technical Standards & Compliance Lead (2) Location: Warri & Lagos, Nigeria Responsibilities: As Marine Technical Standards & Compliance Lead, we’ll expect you to: § Responsible for technical integrity of marine assets that ensures high asset availability and productivity. Inspection and Audits of marine equipment against approved standards and ensure that only fit-for-purpose crafts are used to deliver service and against a robust maintenance plan. Coordinate and close out audits of all marine contractor companies and vessels prior to and during engagement into the company operations. Ensure all obsolete and unserviceable marine equipment are withdrawn from company service for asset write off and disposal. § Responsible for providing the technical input and reviews of tenders during the contracting process covering both award and execution of marine equipment and service contracts. § Develop, own and enhance all marine related business processes and work instructions to ensure marine operations are carried out in line with best practice and HSE assurance procedures. § Provide professional and Technical support for marine equipment users across the company § Champion Marine Logistics process/value improvement drives and business development studies to enhance performance. § Be accountable for ensuring Marine Assurance to national and international statutory requirements, international certification and compliance to its Global standards EP 2005 – 262. Drive compliance program for implementation of standards, rules and regulations relating to Marine Logistics operations both in Primary & Secondary Logistics in the company. § Liase with Government, its agencies and 3rd parties for all statutory issues including cabotage, pilotage, jetty/pier boat licences, etc, to ensure compliance with the Law. § Manage and be responsible for regulatory Marine databases. Maintain database of Nigerian relevant laws, rules, regulations, statutes, and standards applicable to Marine Logistics Activities e.g. statuary inspection requirements, inspection records and staff competence requirements in accordance to the Nigerian factory act. § Develop and maintain a Marine competence development and assurance verification programme. Liaise with appropriate agencies for training and certification of marine personnel to ensure competent people are engaged for operation. Coordinate Marine Competence Assessment certifications § Be responsible for achieving the Company’s Marine Operating Philosophy and Vision to Top quartile Requirements: A minimum of Bachelor Degree in the Engineering, sciences or related disciplines with at least 8 years experience in Exploration and Production with a minimum of 5 years in Marine transport operations inshore and/or offshore (the Lagos position requires Offshore experience). Also acceptable is Class 1 (Master Mariner)/HND in Nautical Science with more than 10 years experience in marine operations in the Oil Industry. Demonstration of ability to manage Compliance and Audit programs. Proven vessel inspection experience The candidate is expected to be well-acquainted with all applicable marine laws, policy and standards e.g. Merchant Shipping Act (MSA), International Maritime Organisation (IMO). Knowledge of Nigerian maritime Laws, advantageous. You are also expected possess excellent pre and post contract management and customer management skills as well as a strong HSE Leadership drive. A good understanding of HSE and emergency response management is essential, and we’ll also look for excellent communication skills, and proficiency in computer systems. 3. Head of Marine Logistics, East Location: Port Harcourt, Nigeria We’re currently looking to recruit a Head of Marine Logistics to join us in Port Harcourt. Responsibilities: As Head of Marine Logistics, we’ll expect you to: · Develop and implement long and short term marine logistics strategies for service improvement and to reduce operating costs · Manage marine contracts and other service contracts in line with supply chain management strategies and contract management guidelines to achieve safe on-time service delivery and value for money · Determine optimal fleet size to support Marine operations in Eastern Division · Identify resources including the budget required to manage marine logistics operations · Coordinate the management of all Swamp emergencies for the Company in Nigeria · Ensure Marine East emergency response plans and procedures are adequate and tested at regular intervals · Manage the Marine Coordination Centre at Kidney Island in Port Harcourt · Liaise with government agencies to ensure compliance with government regulations and the application of appropriate tariffs · Provide input to the development of marine standards, procedures and process improvements · Provide professional support for user departments to ensure compliance with marine standards and procedures · Promote technical, operation and performance excellence and in the marine business to effectively support offshore production and drilling activities · Manage the competence development of assigned staff · Manage the entire HSE aspects of the offshore marine logistics operations · Maintain accurate utilisation data for all the offshore marine logistics equipment in operation · Analyse performance trends to ensure continuous improvement · Act as contract holder for all vessel contracts. · Provide oversight function in the management of all SPDC jetties in swamp location in the East. Requirements: With a good degree in marine science, business management or engineering, and a Master Mariner Class 1 certificate, you’ll have extensive experience of supply and marine management, with some of this time spent in a senior supervisory or management role. We’ll expect you to possess excellent contract management and customer management skills, and working knowledge of marine EP support operations. A good understanding of HSE and emergency response management is essential, and we’ll also look for first-class leadership, analytical and computer skills. Responsibilities: As Lifting & Hoisting Standards & Compliance Officer, East, we’ll expect you to: · Be responsible for lifting and hoisting standards and compliance in Land Logistics. · Manage contracts on lifting and hoisting inspection/certification to assure integrity of equipment and compliance with standards/regulations. · Provide subject matter expertise (SME) on lifting and hoisting activities to the organisation · Assist in the interpretation of standards in support of compliance and safety improvement efforts · Train lifting and hoisting operators and supervisors to acquire required competencies and certification · Maintain records of staff trained and certified for lifting and hoisting operations. · Develop and manage an improvement process to reduce and eliminate non-compliant lifting and hoisting operations. · Monitor lifting and hoisting equipment maintenance, inspection, and testing to comply with standards and statutory requirements. · Act as the custodian of lifting and hoisting equipment register and ensure availability for audit/statutory verification. · Promote professional lifting and hoisting practices and compliance in the organization. Requirements: A Subject Matter Expert or degree holder in a Technical Discipline, preferably engineering, with an Internationally recognized Lifting and Hoisting professional certification. Considerable experience in lifting and hoisting techniques, land logistics operations together with supervisory and safety skills. You are familiar with national and international lifting and hoisting standards and regulations. You have effective communication and training skills, and good knowledge of computer applications. Senior Marine Fleet Maintenance Supervisor, East (1) Location: Port Harcourt, Nigeria We’re currently looking to recruit a Senior Marine Maintenance Supervisor to join us in Port Harcourt. Responsibilities: Senior Marine Maintenance Supervisor, we’ll expect you to: · Develop Operate and Maintain Strategy for Company Light and Heavy Marine Vessels · Carry out quality assurance for vessels operated and maintained by contractors. · Draw up integrity assurance plan for all company marine equipment vessels and monitor implementation to prevent breakdown. · Prepare dry-docking and marine survey plan for all marine vessels and monitor implementation. · Carry out periodic check on SPDC jetties to ensure necessary facilities are in place to support jetty operations. · Lead maintenance activities for all SPDC ferries. · Manage the maintenance database and prepare maintenance report for management information. · Draw up annual budget require for maintenance of SPDC vessels. · Manage contracts related to vessels maintenance · Manage Health Safety and Environment to achieve ‘Goal Zero’ in Marine operations. Requirements: With a good degree in Marine, or Mechanical or Electrical Engineering, you’ll have extensive experience of supply and marine management, with some of this time spent in a senior supervisory or management role. We’ll expect you to possess very good contract management and customer management skills, and working knowledge of marine EP support operations. A good understanding of HSE management is essential, good supervisory, analytical and computer skills.
