1. Get rid of states and their executive governors. Most of them are not even financially viable and the case of 4 years uninterrupted immunity from criminal investigation and prosecution is rather a call to impunity to steal as much as possible.

2. Get rid of full time legislators and parliament. These guys just sit on their azz for a full term adding little or no value and given how much these greedy bunch of desperate men allocate for themselves plus the runaway levels of lobbying that can be described as outright bribery and kickbacks, Nigeria will save a huge amount by sacking them.

3. Local Government Chairmen should double as representatives that will convene at Abuja on periodic intervals to address National issues.

4. There should be only 2 political parties with local government elections being the only elections being conducted.

5. The leader of the Political party that succeeds in winning the highest number of LGAs automatically becomes the President of the Nation.

Executive Governors are relatively new to these shores and it has been shown that most states are not financially viable.

As for 4, the reason being that with 2 main political parties, ethno-religious divisions can not be exploited by self serving politicians and it also reduces the noise levels from shanty parties

1) You should forget about any non viable state in Nigeria, they are not viable just because they dont want to. Mauritius have a population of less than 1 million people and small landmass with no natural resources but as of today it is one of the best country in Africa, with a GDP per capita higher than south africa's GDP.
4)2 parties wont allow people to create their own party, instead of a 2 party system, we should use a parliamentary system where the rulling party/coalition must have atleast 10% of all state.
