For now, all you need to do is to link your debit card to your PayPal. It is money from your card that will be debited anytime you are making purchases with paypal

You cannot fund Nigerian PayPal account. Follow the advice given you by others up here. The account is just for spending/buying for now and not for receiving/funding like a wallet.
