A shame to the nation? The entire nation is a shame. Besides, with the way the cities in Nigeria were designed (see: total disregard for blue prints, if there was one) tracting down criminals is near impossible.

You say the inspector general should resign. I say the first 100 top people in the Nigerian Government should commit ritual suicide. No excuses!

In all honesty, 10 percent of the population should, but that would be expecting too much from the internationally known "happiest" people in the world.
