The different between it is that the minister of state is for the basic work in the ministry while minister is the one for the Advance work in the ministry,for example in the ministry of education minister of state for education is the one incharge of basic schools UBEC while minster of education is for the Secoundary school and higher inistitution.

Well for me,minister of state and a minister has distinctive functions.The difference lies in roles and responsibilities.A minister performs internal and external affairs of the said ministry,while a minister of state performs internal duties of the ministry.such as:Administration(Day-2-day running of the ministry)

The Permanent secretaries are the real, executive heads of their respective ministries while the Ministers and ministers of state are ceremonial heads.

The Permanent secretaries climb up the rungs of the civil service and are therefore civil servants while the Ministers and Ministers of states are political appointees that could be booted out anytime the President thinks he/she has fuccked up.

Except in few cases, the ministers aren't professionals per se with respect to the ministries they oversee, while the Permanent secretaries in all cases must be specialists and professionals with regards to the ministries they head. That's the reason you see someone like Senator Musiliu Obanikoro that never attempted to write NDA exams being appointed minister of state for defence. grin grin

Not necessarily true. Permanent secretaries can also be redeployed from one ministry to another - by the Head of Service of the Federation. Is the Permanent Secretary in the Ministry of Defence a member of the Armed Forces or a specialist in military affairs? No. Besides, what sort of specialisation would you attribute to the permanent secretary in the Ministry of Women Affairs. . .or Interior. . .or Niger Delta? You see my point?

This generalist vs specialist argument is a moot one, but it has been addressed a long time ago - since the days of the Udoji Commission on Civil Service Reforms in the 1970s. Since then, leadership in the civil service has mostly been a generalist affair, as all civil servants are considered 'specialists' in civil service administration, as opposed to specific professional fields - with only a few exceptions.

That said, with regard to the OP's question, we should put the blame on the Constitution and the 'Federal Character' requirement that gave rise to the convention whereby the 36 states of the federation must be represented in the cabinet. That's the main reason for this 'Minister of State' phenomenon. The supposed differences in their job roles are only academic.

My opinion: I think and feel as Commissioner is to state level, so is Minister of state to Abuja in this context Abuja is seen as a state who needs a commissioner who would oversee the state's function, instead of using commissioner for state , minister for state was used because it is the FCT .
The Minister of education for example heads all commissioners of education(also minister of state Education)
I don't know if anyone gets what am saying.
