The list is in no particular order. Mossad is ruthlessly efficient, head and shoulders above the rest.
I'd even rate MI6 ahead of the CIA but Pakistan's ISI? Corruption riddled and largely compromised, but i gather they're feared in their country.
DSS and NIA will never make this list, least of all because of the quality of their recruits Where CIA goes to top colleges to head hunt talent, senators and ministers send daft unfit candidates to become civil servants at DSS.
