My opinion:
7 is somehow in the final part of the total list. So they use it to sustain the interest of the guests. If they put it as an early number, people will eat and vacate the hall while the program is still on. Putting at the last will make people leave without eating the food.

Item 7 gets its name from wedding programme. Initially, Refreshment falls in Item no. 7 in wedding programmes. but with time, more things are introduced into the programme making refreshment to fall anywhere. and now, irrespective of the event, its still called item 7.
