NNPC's long term plans for the development of a petrochemicals industry, were formulated in 1977, and were structured in 3 phases. The 1st phase comprised of 3 plants: a linear alkyl benzene plant (LAB) in Kaduna, and the carbon black and polypropylene plants in Warri. Can any of GEJ ministers claim any project under this administration? The question should have been what are the legacies of Buhari in the 2 years that he was maximum ruler? Even if. 2 years is too short to start and finish or complete ongoing projects, which landmark projects did he even start or complete?
1.Corrupt people disguised as women and ran away from the country.
2. Corrupt people were hunted down to wherever they ran. Umaru Dikko was put in a crate in London bound for Nigeria.
3. Corruption was so bad that some politicians got sentences above 100 years. By Nigeria life expectancy of about 49 years, it means they'll have to spend the other 50+ years in their graves.
4. Nigerians walked with pride. When Britain grounded Nigeria's plane, Bihari grounded theirs and dared them to do their worst.
5. Bihari started oil exploration in the Chad Basin even before Niger and Chad republics' were heard of. Now these countries are producing oil from their side of the basin, possibly drawing from Nigeria's pool, since geology knows no artificial boundaries.

My dear young man (2), (3) and (4) are Buhari refineries. Refineries are not built in a year. What kind of education do we have in Nigeria now?..I am really worried!!!!.. Refineries are four to five year projects even more depending on the size. How can you tell me a refinery built between 1975 to 1979 is not a Buhari project when Buhari was a minister at that time?. As for the conception of the refineries, let me give you some education. Nigeria used to operate National Development Plans. The 1975 to 1978 plans was the framework document that recommended building the refineries, not even Buhari himself. Even the terrible IBB completed NAFCON and LNG Bonny.
All the credit goes to the high quality civil service, high quality Nigerian engineers and a country that was well respected the world over. The national development plans also planned to give us Ajaokuta steel, highways, Aluminium plant, LNG et.,. All these have been sold to foreign parties by PDP government and they are not even collecting adequate taxes from them.
Why Buhari is being credited for the Refineries was because the projects were delivered on time and on budget without corruption of the Impresit Bakolori, Alscon, NAFCON et.c
Obj and Good luck have not achieved up to one quarter of what was achieved during the period 1974 to 1985 yet they are the loudest bullshitters deceiving a younger generation who were born during the dark days of Abacha with the MEANINGLESS TRANSFORMATION AGENDA. How can any serious educated president compare himself to Abacha?. How can mediocre, belated and largely uncompleted civil infrastructure built with Chinese loans and PPP be transformation and why should it be hyped so much?. It only works because the quality of education is low in Nigeria and the under 30 generation Nigerians don t know anything but Abacha regime, power cut, failed universities and corrupt leadership...so to them it is paradise. I weep for your generation.

5. REFINERY PROJECT DECISION

The decision to construct the third Nigerian National Petroleum Corporation (NNPC) refinery in Kaduna was taken in 1974 along with that of the second NNPC refinery located at Warri. However, it was decided that work would commence on the construction of the third refinery whenever the projection of the consumption of petroleum products justifies it.

By early 1975, in view of the fuel shortages experienced then, the Federal Government decided that work on the third refinery should be advanced. It was envisaged that the refinery was to be a simple hydro skimming type refinery in order to meet up with the fuel demand then.

Based on the feasibility studies carried out, which took into consideration the consumption of the various petroleum products within the Northern Zone, and adequate means of disposal for the surplus products, a Refinery with crude oil capacity of 42,000 barrels per stream day (BPSD) could be easily justified. Hence, the refinery was designed for a capacity of 60,000 BPSD. It was much later that the Federal Government decided that the capacity for any refinery in Nigeria should not be below 100,000 BPSD. However, this would have led to the production of large quantity of heavy ends. And one practical and viable solution is reprocessing the heavy fuel oils.

In order to do this, the whole project plans had to be modified so that what initially was planned to be simply a hydro skimming type refinery, developed into an integrated refinery. The refinery would now be able to produce a wider variety of petroleum products, some of which should be lubricating base oils. Hence, it became necessary to import suitable paraffinic based crude oil from Venezuela, Kuwait or Saudi Arabia.

Products from the Refinery include; Fuels for use as Liquefied Petroleum Gas (LPG), Premium Motor Spirit (PMS), Automotive Gas Oil (AGO) or Diesel oil, Kerosene, Fuel Oil, Sulphur and those from the lubricating oils complex are Base Oils, Asphalt (Bitumen) and Waxes.

Buhari's only true legacy from his brutal reign as a military Tyrant, was the devaluation of the importance of education in Nigeria. He slashed resources allocation for education. Increased school fees. Students protested. He closed schools indefinitely. He and his successor degrading of education resulted in his northern supporters developing the nuances that western education is bad. Which in time degenerated to boko_haram.Boarding and hostels accommodations were permanently closed and outlawed in failed attempt to stop students organizing. Buhari legacy lives on and is "boko_haram".

Buhari completed three major refineries. This article is just reinforcing that truth instead of denying it. Look at the dates of completion of the refineries and the dates Buhari was Minister. Also look at an even more important but overlooked project, the PPMC network of pipelines carrying crude oil and refined products. There was also Atlas Cove Jerry in Lagos.
The Portharcourt refinery was expanded considerably as well and the refinery is much different than the one that was there before the civil war. IBB expanded that refinery.

Jonathan has been in power six years and received over $400B-) in oil money, LNG and taxes and yet no single refinery has been built Also no expansion (major or minor) has been done on any of the existing refineries instead you have shady oil importers buying private jets and yatchs while the poor are milked off their earnings via subsidy removal.
My friend stop talking crap, my Question to u is did GMB build any Refinery? and if he did, is it as a minister or Head of State?, if as a minister shld the credit go to him or his C in C whose duty is it to sign the contract and Provide fund for the said Refinery?

For the records, Nigeria has four refineries namely Port Harcourt, Alesa-Eleme (PH 1), Warri, Kaduna and PH 11 refineries.

In 1960, Shell and the then British Petroleum (BP) now African Petroleum (AP) came together in a mutual joint venture that gave birth to Nigerian Petroleum Refining Company (NPRC). This process led to the construction of the now popular Alesa-Eleme (PH 1) in the outskirts of Port Harcourt with a capacity of 38,000b/d. The construction started in 1963 and was completed in 1965 (in this period, where was Buhari? he just joined the army in 1962). As the demand for local consumption increased rapidly, the refinery’s capacity was raised to 60,000b/d after the FG acquired 60% equity in 1970 and the remaining 40% in 1978 through the 1977 decree 77.

The administration of Gen. Olusegun Obasanjo, in order to enhance the performances of the oil sector, promulgated Decree 77 of 1978 establishing the Nigerian National Petroleum Corporation (NNPC). The NNPC initially had five bodies, each with a managing director. They were all supervised by a group general manager. The number of subsidiaries rose to nine and later 11.

Following the indigenization policy of the Federal Military Government under the Obasanjo’s regime, the name NPRC was changed to NNPC and its equity totally bought over by the Federal Government in 1978. Therefore, the NPRC constructed the first refinery in Nigeria generally known as Port Harcourt 1 in 1965 while the NNPC built the Port Harcourt 11, Warri and Kaduna refineries.

However, the Warri Refinery was awarded by Yakubu Gowon to Snamprogetti Spa Milan, Italy in 1975 (in this period, Buhari was the governor of North-eastern state) at the cost of $478 million and commenced operation in 1978 (now he was a Petroleum. Minister). It had the design capacity of 100,000 b/d.

The Kaduna Refinery was awarded by Murtala Mohammed in 1976 and was built by Chiyoda Engineering and Construction Company - a Japanese firm, at the cost of $525 million and was completed by Obasanjo in 1979 (Buhari's tenure as the Petroleum. Minister ended in 1978). It had two refining streams (50,000 b/d fuels units) and (50,000 b/d lubes, waxes Asphalt plants).

Port Harcourt 11 was awarded by Gen IBB in 1985 with an installed capacity of 150,000 b/d and completed in 1989. Meanwhile in 1985, IBB undertook an expansion of the capacities of the fuels units in both Warri and Kaduna refineries to 125,000b/d and 110,000b/d respectively. He therefore added 185,000b/d capacity to the total 445,000b/d as at 1989. No further addition has been added till date.

So, when did Buhari build the four refineries?

Lets I forget, Buhari has no legacy as a former Head of State despite ruling the country with an iron-fist.
