are you a soldier,past or present? if not ,speak not of things you know not of. soldiers will serve under their juniors if there is a need to. but as in this case will generally be granted full autonomy relative to other cabinet officers,so basically he was a co president.he just collect his budget and does't really report to him.abi if your junior na governor you no go collect contract ni?
